Summary

What General Information Do I Need To Know About This Position?

The Government-wide direct hire authority for Biologist GS-0401 and Physical Sciences GS-1301 is being used to fill this position.

This is an interdisciplinary position that may be filled as a Biologist GS-0401 or Physical Scientist GS-1301.

Salary: $122,198 (Step 01) to $158,860 (Step 10);

NOTE: First time hires to the Federal Government are typically hired at the Step 01.

Duties

The Saint Petersburg Coastal and Marine Science Center (SPCMSC), is seeking applicants for two Branch Manager positions (The Coastal and Marine Systems Branch Manager and The Coastal Processes Branch Manager) to support the planning and execution of our center's science portfolios in focus areas of Coastal Change Hazards, Continental Shelf and Coastal Geology, and a broad range of Integrated Coastal Science research and applications. Some duties of the Branch Manager includes (1) supervision and mentoring; (2) developing and managing research programs including coordinating with the center director, center science support capabilities, center scientist, and USGS and external funding programs; and (3) providing scientific expertise and advice within the center, the Southeast Region, and the US Geological Survey.

The Coastal and Marine Systems Branch Manager position manages a science portfolio that includes research and applications related to (a) Coral reef, estuary, and wetland processes, (b) Microbial Processes, (b) Paleoclimate and paleoenvironmental reconstruction, (d) Coastal and marine climate-change impacts, (e) Coastal habitat and resource resilience, (f) Social science study of interactions between human and environmental systems.

The Coastal Processes Branch Manager position manages a science portfolio that includes (a) Hydrodynamic and sediment transport processes, (b) Storm- and climate-driven effects on coastal landscape change, (d) Forecasting coastal change hazards, (e) Geologic framework, sediment availability, and coastal sediment fluxes, (f) Investigation and modeling of connectivity between submerged and terrestrial coastal environments, and (g) Geomorphologic reconstruction of past coastal landscapes.

Additional duties of the Supervisory Biologist/Physical Scientist within the Saint Petersburg Coastal and Marine Science Center include:

  • Coordinating with the Center Director in the scientific, technical, and administrative direction for the Branch and associated programmatic activities at the Center and Regional level.
  • Defining problems, describing the scope and objectives needed to address the problem, and developing intermediate and long-range proposals aimed at addressing identified needs and issues.
  • Overseeing a regional, national, and international complex program of science planning and coordination related to coastal research programs within the SPCMSC.
  • Engaging with USGS regional leadership, program coordinators, and St. Petersburg Coastal and Marine Science Center (SPCMSC) senior leadership to identify broad areas of scientific focus, define science goals and objectives, develop, fund, and implement proposals, and maintain and expand the core science capabilities.
  • Serving as a mentor to principal investigators, research scientists, project managers and subordinate supervisors.
  • Directing the development of study proposals including the preparation of detailed work plans, priorities and schedules to assure proper execution of the investigative and research programs.
  • Planning, assigning, and reviewing work of personnel and reviewing proposals for allocation and distribution of funds.
  • Acting as a scientific advisor to other scientists in SPCMSC, Southeast Region, and USGS on matters within their area of subject matter expertise.
  • Operating a government owned/leased vehicle as an incidental driver.

  • Driver's License/Driving Record - You will be required to operate a government-owned or -leased vehicle in the performance of your official duties.   • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment.   • Taking and passing a pre-employment medical examination at Federal expense is required due to the physical demands of this job.
  • A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
  • This position requires completion of a one year supervisory/managerial probationary period, if one has not previously been completed.

Qualifications

BASIC EDUCATION REQUIREMENT FOR GS-0401 (BIOLOGIST):

Applicants must meet A or B below to satisfy the basic education requirement for Biologist, all grade levels.

A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

**OR

B. Combination of education and experience--courses equivalent to a major, as shown in A above (24 semester hours or the equivalent in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position), plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. BASIC EDUCATION REQUIREMENT FOR GS-1301 (PHYSICAL SCIENTIST):

Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels.

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

**OR

B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-14:

In addition to the basic education requirements as stated above, applicants must have one year of specialized experience at or equal to the next lower grade level.

Examples of GS-13 level work may include: 1) leading research programs of substantial depth and/or breadth; this includes initiating, formulating, planning, and controlling of major ecosystem, geologic or oceanographic research projects 2) analyzing and interpreting related project data with novel and obscure problems and publishing or preparing results of findings; 3) developing new or significantly modified research techniques, methods, or criteria; 4) providing advisory, planning, or reviewing services and represent as an authoritative source for other scientists and are often called upon to resolve sometimes controversial, uncertain and high impact ecological findings.

For examples 1-4, the work provided wide latitude for the exercise of independent judgment to perform scientific work of marked difficulty and responsibility.
