Summary

This position is located in the Office of the Chief Operations Officer, Facilities Management Division. The incumbent participates in project definition and work scheduling and interacts with senior management in the development, facilitation, and coordination of programming documents and internal processes to acquire funding and project authorities.

Duties

As an Interior Design and Space Planning Specialist, GS-1008-07, your typical work assignments may include the following under supervision:

  • Participates in the preservation of historically accurate furnishings located in the offices of the White House Complex such as architectural elements, cabinetry, surface finishes, lighting and plumbing fixtures, furniture, textiles, art work, and decorative furnishings.
  • Organizes and participates in the development of planning diagrams describing required adjacencies and staking and blocking criteria as the basis for the conceptual drawings. This requires being proficient in AutoCAD to complete Autocad drawings.
  • Maintains the Interior Design library by organizing and continually updating new and discontinued materials as determined by office.
  • Assists in preparing computerized renderings and other presentation materials.
  • Reviews materials to ensure compliance with user requirements, codes, and technologies, and for compatibility with the White House environment. This involves ordering samples and materials from vendors.
  • Conducts research as directed for product and finish selections; assists in the development of finish plans and specifications.
  • Prepares and monitors contracts and budgets to support the interior design program and project implementation. Prepares cost estimates for budget analysis and purchase orders for commodities and other services.
  • May visit job site to verify existing conditions and observe construction progress.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for the Interior Design and Space Planning Specialist position. (TRANSCRIPT WILL BE REQUIRED).

Undergraduate and Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination.

OR

EXPERIENCE with:
  • Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment.
  • Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings.
  • Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public.
  • Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context.
  • Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc.

SPECIALIZED EXPERIENCE:

You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:

A. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. (TRANSCRIPT WILL BE REQUIRED).

OR

B. One full year of graduate level education in an accredited or pre-accredited college or university in one of the following related fields such as interior design, interior architecture, or interior environmental design. (TRANSCRIPT WILL BE REQUIRED).

OR

C. Applicants must possess at least one full year (52 weeks) of specialized experience equivalent to the GS-05 grade level in the Federal Service, obtained in either the private or public sector, which includes all of the following: 1. Utilizing AutoCAD to assist with creating space plans; and 2. Conducting research on requirements for design trends, materials, and products.

D. A combination of education and experience as listed above. (TRANSCRIPT WILL BE REQUIRED).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
