Summary

The Intermediate Care Technician (ICT) Generalist is assigned to the Department of Veteran Affairs, Veterans Health Administration (VHA). This position serves as an advance technician for outpatient care settings such as; primary care, mental health, and specialty clinics. As an ICT Generalist the incumbent serves inpatient units at the Atlanta VA Medical Center.

Duties

Major duties for this position may include (but are not limited to:

  • Collects patient specimen including blood and/or urine, sputum, stool
  • Collects patient data by screening for medication usage and health related conditions
  • Assists patient with activities of daily living (ADL) including bathing, voiding, and ambulating
  • Performs clinical tasks including obtaining blood glucose levels, applying bandages to wounds and patient education
  • Use appropriate personal protective equipment when caring for patients
  • Measures and records amount of food/liquids consumed by patients
  • Performs 12-Lead EKG
  • Performs peripheral IV catheter insertion and collects blood using phlebotomy skills
  • Provides care to patients on 1:1 observation
  • Provides care of patients with supplemental oxygen requirements
  • Assists patient with mobility utilizing safe patient handling equipment
  • Uses electronic patient documentation system
  • Measures vital statistics including blood pressure, weight, respiration rate, heart rate
  • Performs nasal specimen collection using aseptic technique
Work Schedule: Various Shifts (Dayshift 7:30am-8:00pm with one 8 hour tour 7:30am-4:00pm; Nightshift 7:30pm -8:00am with a one 8 hour tour 7:30pm -4:00am). Weekends and Holidays may be required at the needs of the Agency, work schedule may change due to Agency need.

Physical Requirements: The work involves extended periods of bending, standing and walking. Generally, the work requires recurring physical exertion with assisting patients.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 and for a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirement: Candidates must meet the following as well as the specialized experience in the next section.
  • Specialized Experience (for positions at GS-4 and above): Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled.
In addition to the above Individual Occupational Requirement, you must meet the specialized experience as described below:
  • FOR GS-06: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. The Specialized Experience for this position includes but is not limited to: Completing clinical reminders, obtaining patient health history, chief complaints, medication history, and identification of health-related conditions that may impact the patient's health status; assisting outpatient licensed staff with the delivery of care to patients with complex, specialized, and potentially life-threatening situations; assisting in behavioral/psychiatric situations in an outpatient setting; operating specialized medical equipment to obtain diagnostic and therapeutic outcomes; (e.g, ECG, blood pressure, and glucometer); preparation of lab specimens and transfer to the lab for processing (Examples: Labeling, placing in the proper bin or tube system).
  • For GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. The Specialized Experience for this position includes but is not limited to: Medication administration; assisting outpatient licensed staff with the delivery of care to patients with complex, specialized, and potentially life-threatening situations; assisting in behavioral/psychiatric situations in an outpatient setting; operating specialized medical equipment to obtain diagnostic and therapeutic outcomes; (e.g, ECG, blood pressure, and glucometer); preparation of lab specimens and transfer to the lab for processing (Examples: Labeling, placing in the proper bin or tube system); assisting licensed personnel with crisis intervention, management of aggressive or suicidal psychiatric patients, by providing one-to-one observations and applying prevention and management of disruptive behavior techniques; Treatments and interventions (e.g., Cryotherapy, incision and drainage, ambulation, and Foley coude' catheter insertion); providing wound care.

One full year of Graduate education. NOTE: Transcripts must be provided.

There is no educational substitution for the GS-06 or GS-07 level.
