Summary

This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned areas (s).

Duties

Major Duties:

Lifecycle Management 60 Percent.
Manages the life cycle of non-expendable assets in the VA HCS and supported catchment areas. Specific duties performed in this capacity include:

  • Conducts short, mid and long term advanced planning for new and replacement NX assets.
  • Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decision.
  • Computes requirements for equipment inventory items.
  • Participates in VISN and facility strategic planning to support major and minor construction projects activation of new facilities, and reuse of existing space involving multi-million dollar projects.
  • Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices.
  • Supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization of sources.
  • Exercises Ordering Officer Authority in determining best value and contract sourcing.
  • Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment.
  • Assists customers in the creation of Performance Work Statements for equipment procurement.
  • Researches alternative sources for equipment procurement.
  • Independently determines the best purchasing and payment method to utilize
  • Conducts market research on product pricing and performance.
  • Reviews and reports back to Fiscal.
  • Coordinates final disposition of NX assets.
  • Disposes of surplus or excess property in accordance with specific agency directives and procedures.
  • Acts as Custodial Official for VA during the sale process and until property is removed from the assigned area.
Inventory Management Control 40 Percent.
Manages and control non-expendable assets for VA HCS and supported catchment area. Recognized as an authority on NX asset management and serves as a subject matter expert to all services and service lines. Acts as a central point of contact for the coordination of material support and the resolution of logistics problems across organizational lines. Acts as the focal point for all new equipment procedures. Makes decisions and commitments for the VA HCS and catchment area on equipment that materially affects the health care mission of Veterans. Research opportunities for and conducts analysis of usage patterns. Utilizes performance measures to conduct forecasting and quantitative analysis. Other major duties include:
  • Ensures equipment accountability of each service line is appropriately managed, assigned, and monitored through the monthly 5 percent inspection program.
  • Researches causes and location of items not found during inventories, analyzes specific situations and determines specific facts comprising the equipment loss.
  • Investigates to gather pertinent information and to render a decision that satisfactorily resolves the problem.
  • Manages and controls all inventory transactions for non-expendable medical equipment requests and transaction.
  • Initiates Reports of Survey (ROS) for lost, damaged or stolen property.
  • May be directed to travel to all VA HCS and catchment area locations to perform equipment management duties, transferring of equipment and disposal/recycling of equipment.
  • Supports other elements of the organizations and performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: GS-07
  • You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting research, conducts short, mid and long-term advanced planning, managing all non-expendable (NX)) equipment, conducts data/information analysis for acquisition planning associated with materials and/or capital equipment, determine best purchasing and payment method to utilize, i.e. card order, contract documents . OR,
  • Graduate Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education. If you are basing on education, transcript must be submitted. OR,
  • Combination: Possess an equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the qualification requirement for the GS-7 grade level. OR,
  • Superior Academic Achievement: Superior Academic Achievement (SAA) at the baccalaureate level in the qualifying curriculum detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
    1. Class Standing: Rank in the upper one-third of your class in the college, university or major subdivision.
    2. Grade Point Average: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    3. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum

To meet the minimum qualifications for this position at the GS-09 grade level, you must meet one of the following:
  • EXPERIENCE: One (1) full year of specialized experience equivalent to the GS-07 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialize experience includes: Equipment accountability, maintaining equipment inventory list accounts, manages and controls all inventory transaction for non-expendable medical equipment, uses automated property management systems to manage the facility property accountability program, create equipment records, research discrepancies, conduct inventories, bar code equipment and manage turned in excess property. NOTE: Applicant wishing to receive credit for such experience must indicate clearly the nature of duties and responsibilities in each position and the number of hours a week spent in employment OR,
  • GRADUATE EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.
  • COMBINATION: Possess equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering information. A great amount of time walking and climbing stairs is required to conduct on-site inventories of equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling center.
