Duties
This position serves as a Property Manager in the Material Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).
This position is a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
Major duties and responsibilities include, but may not be limited to the following:
- Lifecycle Management:
- Responsible for the lifecycle management of non-expendable assets;
- Conducts short, mid and long-term advanced planning; analyzes data;
- Supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization sources;
- Corresponds with procurement officials and other stakeholders to resolve issues;
- Inventory Management and Control:
- Responsible for the management and control of NX equipment assets;
- Serves as the point of contact for the coordination of material support and resolution of logistic problems;
- Conducts forecasting and quantitative analysis;
- Conducts spot checks; and complies with special requirements for firearms, ammunition and sensitive equipment;
- Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level, GS-9 without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/14/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
- For a GS-7 position you must have served 52 weeks at the GS-5.
- For a GS-9 position you must have served 52 weeks at the GS-7.
You may qualify based on your experience and/or education as described below:
GS-7
You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization.
- Specialized Experience: Examples of specialized experience would typically include, but are not limited to:
- Conducting research and maintaining perpetual inventory accounts for non-expendable equipment in a data base system;
- Determining required sources of equipment, purchase card program and simplified acquisition procedures;
- Using bar code scanning equipment and appropriate tagging equipment to implement property accounting systems;
- Researching and analyzing information to resolve questions and issues, and improve operations; and advising on the management, control, and accountability of equipment in use.
- NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR,
- Education: Applicants may substitute education for the required experience.
- To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
- NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
- Combination: Applicants may also combine education and experience to qualify at this level.
- You must have equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level.
- NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. OR,
- Superior Academic Achievement (SAA): At the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. - To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the Inventory Management Specialist position and meet one of the following:
- Rank in the upper one-third of your class in the college, university, or major subdivision. Class is defined as the college, university, or major subdivision.
- A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
- A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

GS-9
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
- Specialized Experience: Examples of specialized experience would typically include, but are not limited to:
- Maintaining inventory control records in an automated system; managing a property management program and determining the means and methods to resolve issues and improve operations;
- Determining required sources of equipment, purchase card program and simplified acquisition procedures;
- Researching and analyzing information to include tracing sequences of inventory management transactions; and advising on the management, control and accountability of equipment in use.
- NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR,
- Education: Applicants may substitute education for the required experience.
- To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or
- 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

- Combination: Applicants may also combine education and experience to qualify at this level.
