This announcement is open to former Secret Service Retirees of the Federal Employee Retirement System (FERS) or Civil Service Retirement System (CSRS) who are eligible for re-employment as a Federal annuitant; and Federal Interagency Career Transition Assistance Program (ICTAP) eligibles in the commuting area.
Duties
The selectee will serve as an Investigative and Compliance Analyst, in the Office of Professional Responsibility, Inspection Division. Typical work assignments include:
- Conducting virtual and on-site office inspections/reviews and utilizing specific inspection techniques and protocols to identify deviations from established policy, procedures, or regulations.
- Planning, preparing, and organizing office inspections/reviews to determine compliance with established rules, policy, procedures, and federal regulations.
- Planning, coordinating, and conducting investigations into the actions of Secret Service personnel, programs, and offices to determine adherence to internal and external policies, procedures, and regulations.
- Preparing detailed written reports of findings from office inspections/reviews, including recommendations necessary for the efficient operation of offices and divisions.

NDAA HIRING AUTHORITY (Waiver for Salary Offset)
Annuitants hired with the NDAA (Waiver for Salary Offset) can:
- Work a limited number of work hours:
- No more than 520 hours during the first 6 months of retirement
- No more than 1040 hours during any 12-month period.
- No more than 3120 hours total during re-employment (lifetime limit).
- Earn full annuity and full Federal salary.
- Work Part-time or intermittent work schedules.
- Earn annual and sick leave on a pro-rated basis (not applicable for an intermittent work schedule).
- New hires under this authority will be offered a 1-year temporary, non-status appointment in the competitive service.
- New appointments can be made until December 31, 2024, and can continue until their appointment NTE date has been reached or until the maximum work hours limitation is reached. Appointments that continue past December 31, 2024, may be subjected to having their salary offset waiver removed if the NDAA dual compensation salary offset waiver is not renewed.
These positions are being announced to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed December 31, 2024.

Qualifications
You qualify for the GS-13 level if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as:
- Participating in conducting virtual and on-site office inspections/reviews to determine compliance with established rules, policies, and procedures.
- Analyzing inspection data to identify discrepancies, unusual, or noteworthy information.
- Preparing detailed written inspection reports. AND
- Communicating with stakeholders regarding investigative and compliance activities.
