Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Positions in the DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located at Lower Granite Natural Resources Office, operated by the U.S. Army Corps of Engineers, and situated in Clarkston, Washington. The Natural Resources Office maintains and oversees multiple recreation sites and resources within its jurisdiction.

Duties

  • Performs a variety of semi-skilled and skilled tasks related to the general operation and maintenance of physical plant facilities, project grounds, parks, wildlife areas and other public use facilities.
  • Performs or assists in the removal, repair and replacement of vertical hollow shaft motors ranging in size from 5 to 125 HP (electrical disconnection and connection is done by others).
  • Performs or assists in the removal, repair and replacement of 3 to 9 stage submersible turbine pumps in parks pumping plants.
  • Performs or assists in the removal, repair and replacement of centrifugal pumps from 60 HP to 250 HP in Wildlife HMU pumping plants.
  • As required, operates motor vehicles to transport people and materials to the job site and around project areas.
  • May occasionally operate other equipment for which licensed and qualified, such as 2 ton stake body trucks, 5 and 10 cubic yard dump trucks, 5 ton tractors with semi-trailers, lowboy, farm tractors with attachments, front-end loader, backhoe, etc.
  • Construct wooden forms for concrete; measures, cuts and constructs general carpentry repairs to steps, doors, windows, ramps, picnic tables, and walls.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a mandatory drug Testing Designated Position (TDP), in accordance with ER 690-1-1218, USACE Civilian Drug Free Workplace Program, dated 30 June 2021. Participation in the Mandatory Drug Testing Program is required.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Prior to starting employment the incumbent must be able to obtain and maintain a Class A Commercial Driver's License (CDL) with applicable endorsements.
  • The incumbent is subject to rotating shifts and emergency work performed outside of normal duty hours in an on call basis.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Irrigation System & Water Pump Repairer ~ without more than normal supervision. I have experience performing the common tasks associated with journeyman duties of a Irrigation System & Water Pump Repairer under general supervision. I have experience repairing and maintaining automated underground irrigation systems to include various types of pumps; operating a variety of gas & diesel powered heavy equipment; performing general carpentry projects and repairs; and using and caring for hand and powered tools. - Failure to meet this Screen out Element will result in an ineligible rating.
  • PHYSICAL EFFORT: Exerts very heavy physical effort in doing such tasks as frequently lifting and moving objects weighing over 100 pounds unassisted, obtains assistance or uses appropriate equipment or safety devices when lifting and moving heavy objects greater than 45 pounds. Physical dexterity is needed to handle tools and work around machinery or equipment.
  • WORKING CONDITIONS: Work is generally performed outdoors in all extremes of weather, in and over water, in wildland vegetation, in flood control and building structures. Hazards include heat, cold, dust, insect bites and stings, injurious vegetation, electric shock, drowning, work around machinery and heavy equipment, noise, vibration, falls from ladders and high work surfaces, and toxic chemicals. Work requires moderately heavy lifting, continuous standing, walking, or stooping in all kinds of local weather, including under wet and muddy conditions on steep or uneven terrain. Work requires special care to avoid injuries. Subject to emergency work performed outside of normal duty hours.
