You must possess
IT-related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below.
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Specialized Experience
You must have one year of specialized experience (
shown in your resume) equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization with specialized experience in each of the following areas: in-depth experience leading requirements planning, procurement, design, modification, integration, testing, and deployment of IT systems; experience providing oversight for the development of IT systems test strategies, plans, and scenarios and working with internal and external stakeholders, as well as expertise in VA and industry IT security concepts, policies, standards, and methods in order to effectively integrate with other systems, and protect Veteran data against vulnerabilities.

Selective Placement Factor: This position includes a skill, knowledge, ability or other worker characteristic basic to -and essential for- satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

Selective Placement Factor 1 - The Selective Placement Factor (SPF) for this position is mastery of one or more of the following programming languages (M, Java, Delphi, C++, C#, Objective C, HTML5, COBOL, Oracle, Visual Basic .NET and integrated development environments (IDE) such as Eclipse, etc.) in order to lead design and code reviews, make recommendations to the Technical Reference Model (TRM) group regarding tools and standards.
Selective Placement Factor 2 - The Selective Placement Factor (SPF) for this position is demonstrated experience Experience in Oracle Hyperion Financial Management (HFM), Accounting, Oracle Analytics Server (OAS), and Informatica.
There is no educational substitution for the GS-14 level.
