Summary

The Area Manager is located in the Office of Information and Technology, in the Operations and Services End User Operations, Midwest District. The Area Manager provides leadership and resources management (finance, human, and acquisition), leading the development and implementation strategy required to manage multiple area-wide IT End User Operations.

Duties

Major Duties:

  • Mastery of project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables monitoring activities, and evaluating and reporting accomplishments.
  • Responsible for a wide range of IT management; strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture.
  • Plans schedules, and carries out major projects concerned with the analysis and evaluation of programs or organizational effectiveness.
  • Directs, reviews and participates in the design, development, implementation and maintenance of automated information systems and technical architectures in compliance with VA directives.
  • Identifies and resolves root causes of problems that degrade delivery of essential Information Technology services.
  • Participate in decision-making processes and recommend ways IT can contribute to organizational success.
  • Provides direction, leadership and mentoring to develop and foster the leadership and management skills of subordinate staff.
  • Develops long range program goals and objectives, assigns projects to subordinates and monitors operations to reach objective.
  • Uses high-level technical expertise to accomplish analysis of options for applications, communications and network changes.
  • Plans, directs and provides technical guidance to improve the Area Information Systems program and IT computing environment.
  • Serve as an advisor or point of contact to executive management officials on information management.
  • Considers innovations and new approaches or applications and makes recommendations as to the feasibility/compatibility with existing systems, facilities, equipment, etc., and the probable long-term effects.
  • Coordinates, presents, defends and negotiates programs, policies, and controversial issues of significant impact on support organization information systems.

Qualifications

To qualify for this position, all qualification requirements, listed below, must be met by the closing date of this announcement August 6, 2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Basic Requirements

Experience:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: administration of IT Operational activities that support all VA organizations under the purview of the geographic area. Directing a staff of professionals responsible for the execution of this program across multiple VA facilities and customer business lines encompassing a major metropolitan area, a State, or a small region of several States which significantly impact a wide range of VA activities. Strategic planning, budgeting, performance management and implementation of new and maintenance of operational hardware and software required for IT Support of all VA end users in the area. Directly involve and impact the provisions of essential support operations to numerous , varied and complex technical professional, and administrative functions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
