Qualifications
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-09: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-07 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
- Experience applying risk management principles, data analysis, statistical methods, or business analytics tools to evaluate organizational data
- Experience preparing analytical reports, written correspondence, or presentations to support decision-making; AND
- Experience using tools such as Microsoft Office applications, (Excel, Word, and PowerPoint) to analyze document and support decision-making
If you are substituting education for experience to qualify at this level, you must possess a master's or equivalent graduate degree
or 2 full years of progressively higher-level graduate education leading to such a degree
or LL.B. or J.D., if related
OR
If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level.
GS-11: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the
GS-09 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
- Experience applying risk management principles, data analysis, statistical methods, or business analytics tools to evaluate organizational data
- Experience preparing analytical reports, written correspondence, or presentations to support decision-making; AND
- Experience using tools such as Microsoft Office applications, (Excel, Word, and PowerPoint) to analyze document and support decision-making.
- Experience presenting research and analysis to different stakeholders.

Additional Information:
In addition to the minimum qualifications, applicants must be eligible under one of the following categories:
- Displaced or surplus Federal employees eligible under the Career Transition Assistance Programs (CTAP, ICTAP, or RPL) who have held a GS-09 or above, and in the commuting area of the listed duty locations.
In addition to meeting the basic eligibility criteria, CTAP, ICTAP, or RPL applicants must be well qualified for the position. Well-qualified is defined as having knowledge, skills, and abilities that clearly exceed the minimum qualification requirements for the position.
