This is a Direct Hire Authority (DHA) solicitation for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The referral list(s) generated by this announcement may be used to for future vacancies in other organizations throughout the Integrated Logistics Support Center (ILSC) in Warren, MI.

Duties

  • Analyze reports of technical logistics problems from Logistics Assistance Representatives (LARs) for similarities, trends, and inconsistencies.
  • Investigates logistics issues and problems which have been unable to resolve.
  • Develops course of action to resolve problems, coordinates plan for resolution with concerned organizations.
  • Oversee and coordinate efforts of TACOM personnel on special purpose multi-directorate teams organized to identify and define logistics issues affecting the readiness of Combat Support and Combat Service Support TACOM equipment.
  • Analyze procedures, regulations, policies, stock requirements, training levels, availability, adequacy, and condition of maintenance and supply facilities, and proximity of delivery points and other factors bearing upon the problem at hand.
  • Determines/interprets program goals and develops plans for the organization independently of or jointly with other managers.
  • Determines Logistics Assistance Directorate (LAD) resource needs and develops plans for LAD organizational changes which have considerable impact such as those involving basic structure, operating costs, and positions.
  • Provide advice and assistance to maintenance officers with maintenance technicians with maintenance advice, assistance, and training for the operation and maintenance of military materiel.
  • Provide advice to field commanders and combat support personnel with the operation of military materiel.
  • Provide real-time situational awareness reports directly to TACOM and Project/Program Offices.
  • Provides technical/administrative guidance to LARs within their Area of Operation on equipment maintenance, material readiness, and LAD policy.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
  • This position is subject to a mobility or rotation agreement as a condition of employment. You will be required to relocate based on management needs for the duration of employment in this or successor positions.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Subject to the provisions of the Domestic Violence Offender Gun Ban referred to as the Lautenberg Amendment. This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
  • Draw and wear protective clothing, Organizational Clothing and Individual Equipment, and Chemical Defense Equipment in support of major field exercises and mobilization.

Specialized Experience: One year of specialized experience which includes: 1.) Analyzing logistic problem areas to determine root causes and/or recommend corrective action to field Commander, Unit maintenance personnel and Enterprise agencies.; AND 2.) Interpreting policy and technical guidance to make decisions that are related to supporting equipment; AND 3.) Accessing Unit maintenance personnel knowledge and capability to provide training on key maintenance tasks and procedures and provides feedback to the Enterprise to assess and make strategic decisions to improve survivability and sustainability of weapon systems or platforms.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

  • This is an Army Acquisition, Logistics, and Technology Workforce position. Selectees must meet the position requirements for certification at Level III in Life Cycle Logistics. (Certification requirements may be found in the Defense Acquisition University Catalog at http://www.dau.mil/.)
  • Employee must have completed 100% Core and 100% SORTS/Critical Equipment Certification within 12 months of being placed in to position.
  • Employee will be assigned to duty stations within the Continental United States normally for not less than 2 years, unless mission dictate otherwise.
  • Draw and wear protective clothing, Organizational Clothing and Individual Equipment, and Chemical Defense Equipment in support of major field exercises and mobilization. -Deployment to, and retention in, hostile zones during crisis situations or mobilization, which may require flying in military aircraft. -Support field exercises and deployments, which may require living in a field environment in conditions similar to those of field-grade officers.
  • Employee may be required to take the series of anthrax vaccine immunizations to include annual boosters. Failure to take the immunization may result in removal from the position or federal service.
  • Employee may not be a Reserve Component member subject to recall to active duty. Employee must report military recall status to management to effect removal from the Ready Reserve or exemption from retiree call-up.
  • Assignment to overseas will be in accordance with established tours as defined in Department of Defense Civilian Personnel Joint Travel Regulations, unless mission requirements dictate otherwise.
  • Valid U.S. State driver's license is required to obtain a military and/or international driver's license for exercises, deployments, or assigned to a foreign duty station. Must be able to obtain and maintain a valid host nation vehicle operator license when assigned OCONUS.
