Duties

This is a Team Lead - This is a science and technology laboratory personnel demonstration project position know as an expanded band DE-03+ and incorporates the GS-12 step 01 through the GS-14 step 10

  • Serves as an IT Specialist Team Lead (Enterprise Application and Data Management Team) in the CIO, Enterprise Program Office, which provides customer support to C5ISR Center users.
  • The Team Lead is the focal point and recognized expert advisor, and subject matter expert providing technical direction, planning, and leadership for specialty area, responsible for the C5ISR Center's overall Information Technology Strategy to support the Enterprise Application development objectives and identified Lines of Effort.
  • Provides expert advice and consultation on and resolves unusually complex problems associated with the implementation, automation, performance, value, and risk of intricate business process workflows, technical solutions, supporting infrastructure, and services.
  • Predicts the need for the command to develop new methods for automating programs and processes.
  • The work requires professional knowledge of automation, computers, networks, electronics, and telecommunications.
  • Leads high-level Integrated Product Teams (IPTs) and Working Groups (WGs) to implement automation, directives and multi-disciplinary IT solutions.
  • Ensures that necessary policy guidance is issued and remains engaged in the execution of actions and services, placing requirements on these elements for completing assigned tasks.
  • Leads in the development and application of traditional and non-traditional approaches for the conduct of full-range IT solutions, education, and training programs.
  • Responsible for developing, writing, evaluating, and implementing policies and standard operating procedures for the organization's Chief Information Office (CIO).

  • Appointment to this position is subject to a Three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Information Assurance certification IAW DoD 8570-01-M, 12/19/05 is required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 pay band (GS-11 level) in the Federal Service which includes experience in one or more of the following areas: 1) Providing technical advice, guidance, and recommendations to management and other technical specialists on
IT solutions and automation implementation; 2) Providing customer service support for a complex and technical organization IT resources; 3) Developing and interpreting policies, procedures, and strategies governing the planning and delivery of Information Technology services throughout the organization; and, 4) Reviews the work of customer support employees for quality and effectiveness.

AND

IT related Experience: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • This announcement uses the STRL direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.
  • This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration Project replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position is in the DE-03 pay band.
