Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-1702, Education and Training TechnicianSeries.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes: 1) knowledge of an extensive body of child development program rules and procedures requiring extended training and experience to plan and perform a wide variety of interrelated childcare assignments and resolve a wide range of problems; 2) knowledge of early child development theory, methodology, and practices relating to physical, intellectual, social, and nutritional development to effectively interact with the children and design and implement activity plans and specialized programs depending on the individual needs of the child; 3) knowledge of CDC procedures to ensure processes such as receiving children from parents, maintaining accurate count of children, and seeing children home at the end of the day are properly carried out, and to ensure established procedures for preventing, treating, and reporting all child injury, illness, and/or abuse are adhered to; 4) knowledge and skill to lead subordinate employees; 5) ability to promote and foster effective working relationships with others to interact effectively and appropriately with the children and ensure effective communication with parents; 6) ability to communicate effectively and be an effective role model to provide technical guidance and leadership to lower graded employees; 7) ability to effectively communicate information clearly, orally and in writing; 8) ability to gather and analyze basic facts and draw conclusions and 9) ability to learn the operation of automated data systems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic child development regulatory requirements, policies, procedures and processes and knowledge of appropriate early childhood guidance practices, techniques and programs.
2. Knowledge of physical, intellectual, social, emotional and nutritional stages in development of young children and skill in applying basic child development principles, concepts and practices to perform CDC operation assignments.
3. Skill in communicating factual and procedural information clearly, orally and in writing.
4. Ability to develop creative and innovative activity and special program plans.
5. Ability to ensure the safety and hygiene of children through constant supervision, effective arrangement of space, and proper management of equipment.
6. Ability to analyze problems to identify significant factors, gather pertinent data and recognize solutions.
7. Ability and skill to lead subordinate employees; to plan and organize work and to promote and foster effective working relationships with others.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education programs.
