This position is located in the NAF Human Resources Branch (NAF HR) of Marine Corps Community Services (MCCS), Okinawa, Japan. The primary purpose of this position is to schedule and conduct training workshops in support of MCCS Okinawa employee professional development.

This is a developmental grade position for the target Learning & Development Specialist (NF4).  At the entry level, the incumbent serves in the developmental capacity while performing duties under closer than normal supervision.  To advance to the target grade level (NF4), the incumbent will be routinely evaluated and will ultimately be assessed on their ability to work independently in the performance of their duties as outlined within this Position Description.  The incumbent will be required to successfully complete all training and regulatory requirements and ultimately approved by the Director HR for advancement to the target grade level (NF4) without competition.

SUMMARY OF DUTIES:  Serves as an instructor responsible for the direct delivery of training programs in an employee development section.   Responsible for assisting with designing new, or revising current courses and developing performance measures to enhance the effectiveness and efficiency of the MCCS training program.  Researches, plans and develops course materials that are technically and procedurally sound and in accordance with prescribed course framework such as; study guides, visual aids, simulations, written tests, training aids, and course outlines.  Organizes, illustrates, interprets and adapts instructional material as required to reach and motivate employees. 

Coordinates the training program with other MCCS personnel.  May be required to research outside sources and obtain information, materials and costs to meet instructional needs.

Participates in special projects such as pilot programs, process improvement teams, focus groups and working groups.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner.  Takes action to solve problems quickly.  Alerts the higher-level supervisor, or proper point of contact for help when problems arise.  Adheres to safety regulations and standards.  Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.  Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Performs other related duties as assigned.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

BASIC REQUIREMENTS:

To be hired at NF3 Entry level

  1. Bachelor¿s degree from an accredited college or university in fields related to the work or position, ORan appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, or three years of practical experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.
  2. Experience and skills using Microsoft Office applications especially MS Word, Excel and PowerPoint to design and develop training courses and materials.
  3. Must have adult training OR employee development experience that may include professional development course design and delivery.
  4. Must have experience in conducting presentations to a wide range of professional demographics.
  5. Ability to manage a variety of normal classroom situations. 
  6. Ability to communicate effectively, orally and in writing with various levels of employees.
  7. Must be willing to work evenings and weekends, on an as-needed basis, due to organizational requirements.
  8. Ability to travel off-island for training and conferences, if necessary.

To be hired at NF4 Target level: Applicants may be considered at the NF4 level if they meet the below requirements in addition to the requirements for NF3 stated above. 

  1. Specialized experience with learning technology tools or facilitating computer related classes.
  2. Knowledge of developments and new applications of information technology, emerging technologies and their applications used in e-learning processes, application and implementation to information systems to meet organizational requirements.
  3. Practical knowledge of a wide range of training methods, techniques, and tools used to resolve instructional problems.
  4. Experience in developing management and supervisory curricula.
  5. Ability to independently plan and conduct training sessions within prescribed course framework.
