JOB TITLE:      Librarian Supervisor
BUSINESS TITLE:  Library Director

INTRODUCTION:
This position is located within the Library Program, Personal and Professional Development Branch, Marine Corps Community Services (MCCS), MCB Camp Butler, Okinawa, Japan.  Incumbent reports directly to the Chief of the Personal and Professional Development Branch.  

Incumbent is responsible for the leadership and management of  the library program for all U.S. Marine Corps (USMC) activities located at Camp Foster, Camp Kinser, Camp Courtney, Camp Hansen, Camp Schwab, CATC Camp Fuji, CATC Camp Mujuk, MCAS Futenma, reading rooms at the JWTC, Ie Shima and the Hansen Brig, and the Library Processing Center.  Incumbent is also responsible for supporting/providing paperbound book kits to units deploying off-island.    The library collections include more than 150,000 volumes and materials covering informational, cultural, and recreational subjects.  

This position may serve as acting Chief during their absence.

DUTIES AND RESPONSIBILITIES:
Administration
Responsible for the management, planning, directing, coordinating, and supervising of all activities and functions in connection with the libraries and library services, which includes library administration, acquisition and disposition of library materials, Machine Readable Cataloging (MARC) records, reference work, staff and advisory services, and systems administration for the Integrated Library System.  Directs the Library Processing Center, which is the centralized ordering and processing activity where print and non-print media are ordered, received, classified, cataloged and distributed.  Plans and develops technical and administrative policies and procedures in conjunction with regulations, acquisitions, classifying, cataloging and disposition of library materials in this operation.  Plans, justifies, and spends annual material and supply budget.

BASIC REQUIREMENTS:

Master¿s in Library Science from an ALA accredited library school
AND
5 years of a combination of education, training and management experience which demonstrates professional knowledge of librarianship to include an excellent performance record, successful supervisory experience of a large staff, and the ability to provide leadership to all major library functional areas.

QUALIFICATION REQUIREMENTS:

  1. Expert knowledge of library science and library operations, the ability to perform in library management, personnel management, public/patron services, technical services, library automation service functions, and the ability to modify standard library practices to meet the particular needs and demands of a military library.  This includes a thorough understanding of SIRSI-Symphony and MARC.
  2. Management experience indicating the ability to develop policies, programs, and services for a library system covering an extended geographical area which meets the mission of the organization.
  3. Successful management experience in library technical services.
  4. Management experience in the implementation and integration of library technologies and digital content for innovative and emerging technology projects.
  5. Knowledge of budget forecasting procedures and annual budget preparation with related reports.
  6. Skill in leading a diversified staff, which is largely composed of Japanese and U.S. citizen employees and motivating them to achieve library program goals and managing their efforts for the best use of their abilities, experience, and time.
