Summary

This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST, Position Description Number D1414P03and is part of 155 LRS, Nebraska Air National Guard.


Duties

As a LOGISTICS MANAGEMENT SPECIALIST, GS-0346-12, duties include:

(1) Manages, directs, and implements the local formulation and publication of installation deployment guidance based on regulations, manuals, instruction and directives issued by higher headquarters,. Serves as the Installation Deployment Officer (IDO), and acts for the Commander, regarding actions required to deploy in support of Aerospace Expeditionary Forces (EF), contingency operations, Operations Other Than War, and exercises. Reviews USAF, NGB, and MAJCOM deployment procedures to analyze the impact and , if necessary, provide modifications to procedures for the wing and subordinated units. Establishes deployment policy and sets procedures for the integrated efforts of aircraft maintenance, supply, transportation, civil engineering, operations, and supported units for mission essential deployment operations and logistics war planning. Ensures that units meet pre-execution and command and control requirements for deployments. Analyzes time-phased force deployment requirements to develop plan annexes and schedules for inclusion in the execution phase of wing deployments. Plans and controls the movement of personnel and equipment during simulated and actual deployments and exercises.

(2) Identifies all required deployment/redeployment support with the Wing Staff Air Mobility Command and Air Combat Command regarding the transportation of equipment and personnel. Determines the type and number of aircraft required for mission deployment/redeployment. Validates load plans, priority shipments and, customs clearance requirements. Ensures all unit personnel and equipment are properly identified and prepared for deployment/redeployment. Assists the Wing Commander and MAJCOM in determining the type, number or quantity of troops and equipment available for tasking; and schedules, through correspondence, with headquarters and Numbered Air Forces to accomplish specific mission requirements.

(3) Plans, develops, directs and conducts deployment training for the wing and units. Develops and schedules training courses and approves lesson plans developed by functional areas. Develops and schedules manpower an workload requirements for the organization deployment work centers and ensures they are fully staffed and trained. Assists units by providing guidance and conducting staff assistance visits to identify, correct, and assist with deployment problems. Assesses deployment capabilities with unit commanders to ensure the required deployment training Is being conducted. Briefs the Wing Commander, Vice Commander and Unit Commanders on deployment training programs and requirements.

(4) Reviews Operation Plans, Concept Plans, Concept of Operations, and USAF Special Operations , Exercise, and Exercise Order plans received from and directed by higher headquarters (or locally generated) to determine overall wing and unit tasking. Analyzes Wartime Aircraft Activity tasking; determines availability of tasked personnel and equipment for tasking; and manages the War Reserve Material assets at home station and deployed locations.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

OPEN AREAS OF CONSIDERATION: AREA 1, 2, and 3

DEFINITION OF AREA(S) OF CONSIDERATION:
AREA 1: Current permanent and indefinite technicians of the Nebraska Army or Air National Guard; and current Title 5 employees of the Nebraska Military Department who are military members of the Nebraska National Guard.
AREA 2: All Drill Status/M-Day members and temporary technicians of the Nebraska Air or Army National Guard.
AREA 3: Current military service members who are willing and eligible to become members of the Nebraska Air or Army National Guard.
AREA 4: All qualified candidates eligible and willing to become a member of the Nebraska National Air or Army National Guard prior to the effective date of hire.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the Nebraska Air National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: Maximum: E9/O1; Minimum: E3/O1 (Commissioning Opportunity); Military Grade inversion within the full time work forces is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised.
Commissioning Opportunity - start date of appointment is contingent upon graduating from Total Force Officer Training (AFOT) before your 35th birthday (possibility of an age waiver, up to age 40). Must be a college graduate with a minimum of a Bachelor of Science degree from an accredited school (See note under Education section of Job Announcement). AFOQT scores, must meet minimum verbal score of 15 and minimum quantitative score of 10. Current scores desired but must test prior to being offered the position. Must submit copies of college transcript awarding degree.

Compatible Military Assignments: 21RX; Applicants will review the qualifications for the AFSC in the Air Force Officer Classification Directory (AFOCD). Failure to review qualifications may result in the applicant not being eligible for the position.
Individual does not have to be currently assigned to one of these career fields to be considered for this position; however, compatibility requirements must be met prior to appointment to the position. Selectee has 12 months to become qualified in a compatible military assignment.

GENERAL EXPERIENCE: Experience, education or training involving judgment and/or analytical ability in the logistics fields. Experience using computers and automation systems. Skill in dealing with others in person-to-person work relationships.

SPECIALIZED EXPERIENCE: Must possess at least 1 year experience at the previous lower grade or equivalent experience and education with identifying activities involving logistical support operations. Experience integrating the action of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and background to elicit their cooperation to perform specific tasks, and complying with regulations, laws, and practices. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
