Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, Maryland.

Duties

  • Plan, develop, implement and manage effective and affordable product support strategies throughout the life that optimize JCWA systems-of-systems readiness and life cycle cost as addressed in the DoD 5000 series.
  • Deliver and manage logistics products, services and technology through the 12 IPS Elements to sustain system operational readiness.
  • Perform as Product Support Manager (PSM) for USCYBERCOMMAND acquisition programs and post-lOC field systems; the PSM will be acquisition designated in the LCL functional area.
  • Serves as a Logistics Systems Specialist, influencing system design to provide timely, affordable, effective, and best-value product support throughout the JCWA systems-of-systems lifecycle.
  • Perform a principal joint and/or Component product supportability role during the acquisition and sustainment phases of the JCWA programs system life cycles.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance.
  • The incumbent must meet and maintain NSA personnel security requirements outlined inNSA/CSS Policy 5-1, and must complete a counterintelligence scope polygraph exam post­employment.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85.
  • Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program).
  • Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
  • This position is designated as Mission Essential.
  • Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
  • Commensurate with mission requirements, the incumbent can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays.

Specialized experience would be demonstrated by performing integrated product support for complex systems throughout the acquisition and sustainment life cycles; conducting logistics assessments to identify supportability requirements and recommend cost effective solutions; and developing product support strategies to ensure system readiness and reliability.

  • CAP requirements: This is a Critical Acquisition Position (CAP). Therefore, position requirements for DAWIA certification in Lifecycle Logistics -Advanced must be achieved in no more than four (4) years from the date of hire. The position requires a minimum of 5 years' experience in the LCL career field. The incumbent must be willing and able to sign a three-year tenure agreement and must be willing to sign a mobility agreement. The incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements, to include meet the continuing acquisition education requirements, 80 hours every 2 years, IAW DoDI 5000.66 paragraph E2.2.8. The certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Direct Deposit of Pay is required.
  • Must be able to obtain and maintain a TOP SECRET security clearance.
  • Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023.
