Duties
Candidates should have an advanced understanding of the cradle-to-grave integrated life cycle logistics required to support nuclear systems or subsystems, demonstrated experience in working effectively with multiple levels within DoD from installation to Major Command (MAJCOM), and have the ability to communicate effectively.
DUTIES:
- Serve as an expert nuclear logistics analyst to effectively plan, manage, monitor, and coordinate cradle-to-grave integrated life cycle logistics for assigned nuclear systems and subsystems using Life Cycle Logistics (LCL) expertise with a focus on nuclear surety, warfighter requirements, and cost efficiencies.
- Assist with the cradle-to-grave integrated life cycle logistics nuclear support of assigned systems and subsystems in accordance with public law, directives, and other written guidance.
- Participate in the development and coordination of assessment criteria, indicators, and procedures for measuring system/equipment performance, and sustainment effectiveness on a continuing basis, and for major decision points in the lifecycle of system/equipment.
- Develop and coordinate Life Cycle Sustainment Plan (LCSP), roadmaps, milestones, and other acquisition and sustainment documents
- Interact with internal and external officials and/or customers diplomatically, convincingly, professionally, and promote effective working relationships.
- Effectively communicate with Nuclear Enterprise personnel from the Departments of Energy and Defense, Air Force Air Staff, MAJCOM Staff, AFNWC Staff/Wings/Divisions, field level users and their respective support agencies.
- Effectively provide briefings and keep program participants informed on program plans and status.
- Ensure outcomes of special projects result in positive impact(s) on the organization and/or improves quality.
- Prepare reports on time, ensuring they are of high quality to an audience of Air Force senior leaders; including recommendations, meaningful program information, written summaries and results from synthesized data and/or metric analysis.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Advanced knowledge of the policies, practices, regulations, and laws concerning the acquisition logistics and sustainment processes, Integrated Product Support (IPS), and related Life Cycle Logistics (LCL) initiatives.
2. Ability to plan, organize, direct, mentor, motivate and appraise a diverse government and contractor team to meet program(s) and organizational objectives.
3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition and sustainment processes.
4. Skill to plan, organize, and lead a team of logistics professionals in executing critical aspects of all phases of the system life cycle to include development and production, fielding, sustainment, surveillance, and demilitarization.
5. Knowledge in product support management, sustaining engineering, maintenance planning, supply support, technical data, support equipment, and packaging, handling, storage, and transportation.
HIGHLY DESIRED SKILLS:
- A professional degree at the bachelor's level from an accredited institution is desired. An advanced degree, such as a Masters or a Ph is preferred.
- Expert knowledge of nuclear system life cycle concepts, theories and principles of Integrated Logistics Support (ILS) planning, development, design and execution sufficient to coordinate and integrate functions into a total, well-structured and viable nuclear program.
- Familiarity with laws, policies, regulations and precedents applicable to ILS planning.
- Ability to draft, coordinate and interpret nuclear logistics and related nuclear enterprise policies.
- Experience with Microsoft Office (Word, PowerPoint, and Excel).

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in assisting with cradle-to-grave Life Cyle Logistics support of Air Force systems; assist with being the representative and spokesperson for assigned projects; aid with a logistics project conducting organizational and process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, work processes to improve mission effectiveness, and resource allocation; aided with the planning, organizing, and overseeing the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
