Duties

The United States Space Force (USSF) at Patrick SFB, Florida is searching for a LTRS Technical Program Specialist, SYD 80/AR (NH-2210-03, GS-12/13 equivalent).

Description:
At the Launch Test Range Systems (LTRS) Program Office, we are the eyes and ears of assured access to space. We are chartered with managing and modernizing all mission ground sensors for space launches from Cape Canaveral and Vandenberg. Every rocket, every satellite, and every crewed mission relies on our range instrumentation to safely reach orbit. As the volume and complexity of launch data grows, we are looking for a visionary Data and AI Lead to transform how the Space Force captures, governs, and leverages mission-critical information.
We need a pragmatic pioneer to build our AI and data enterprise from the ground up. You will be defining the strategic governance, architecting multi-year capability roadmaps, and integrating modern machine learning and agentic workflows into range operations.

Ideal Candidate:
The ideal Guardian will bring an advanced degree in STEM (Computer Science, Data Science, or Systems Engineering) coupled with 8 to 10 years of experience in enterprise data architecture, including at least 3 years leading AI/ML initiatives. Their background must demonstrate deep technical expertise in commercial cloud (AWS, Azure, others) and hybrid cloud architectures, with proven success in managing both structured and unstructured data across complex systems. To succeed, they must have a track record of building multi-year capability roadmaps, with a specific focus on driving the interoperability architecture roadmap across various Spaceport Space Access databases. Additionally, the candidate must possess the analytical and the ideal Guardian will bring an advanced degree in STEM (Computer Science, Data Science, or Systems Engineering) coupled with 8 to 10 years of experience in enterprise data architecture, including at least 3 years leading AI/ML initiatives. Their background must demonstrate deep technical expertise in commercial cloud (AWS, Azure, others) and hybrid cloud architectures, with proven success in managing both structured and unstructured data across complex systems. To succeed, they must have a track record of building multi-year capability roadmaps, with a specific focus on driving the interoperability architecture roadmap across various Spaceport Space Access databases. Additionally, the candidate must possess the analytical and administrative capability to identify manual range workflows and propose concrete process candidates for AI and automation touchpoint reductions. Finally, they must combine specialized knowledge of federal compliance and DoD security standards with the business acumen required to track database and software license expenditures to support the Program Objective Memorandum (POM) process in mission-critical environments.


Key Skills and Abilities:
1. Mastery of IT acquisition lifecycle management, modular contracting strategies, and enterprise systems architecture required to provide authoritative technical leadership and direct oversight for highly complex IT procurements within cross-functional Integrated Product Teams (IPTs).
2. Expert skill in driving and implementing modern software and systems delivery methodologies (e.g., Agile, DevSecOps) from baseline functional design through Verification & Validation (V&V) and Operational Testing (OT) to rapidly field solutions and ensure mission-critical readiness.
3. Advanced ability to translate highly complex, ambiguous mission requirements into comprehensive, actionable acquisition documents (e.g., SOW, PWS, SOO), engineer rigorous technical evaluation criteria, and serve as a decisive technical authority and subject matter expert during high-stakes source selection activities.
4. Comprehensive knowledge of systems engineering principles and enterprise architecture design to independently oversee the development, integration, and evaluation of complex DoW IT systems, ensuring maximum interoperability, scalability, resiliency, and testability across the enterprise.
5. In-depth knowledge of Department of War (DoW) cybersecurity policies, the Risk Management Framework (RMF), and Zero-Trust Architecture (ZTA) principles to proactively secure, guide the accreditation of, and defend enterprise mission-critical systems against advanced and emerging cyber threats.
6. Demonstrated ability to communicate highly complex IT, systems architecture, and cybersecurity concepts clearly and effectively-both orally and in writing-to influence senior leaders, negotiate with diverse stakeholders, and build strategic consensus across multidisciplinary DoW coalitions and vendor partners.

  • Must be a U.S Citizen.
  • PCS and Incentives funding is available.
  • Must be able to obtain and maintain a Top-Secret / SCI security clearance.
  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
  • May be required travel away from the normal duty station on military or commercial aircraft.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework"
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • Knowledge of Electronics Engineering (0855 series) principles and practices highly desired.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.

The 2210 series has an individual occupational requirement that must be met and can be viewed here. There is no Group Coverage Qualification Standard for this series.
