Summary

This position is located in the Community Recreation Division of the Fleet Readiness (FR) Department, Commander Fleet Activities, Yokosuka, Japan. The purpose of the position is to provide support for the Ikego Camp Grounds, maintenance, gear rentals, paintball and support for Morale, Welfare and Recreation (MWR) Events and Command Events.

Duties

  • Loads and unloads materials from ground, pallets, skids, platforms, trucks, lifting devices, and transport vehicles, manually or mechanically with lift gate, wheelbarrow, pallet jack or dolly.
  • Operates a variety of power equipment to include but not limited to the following: mowers, clippers, posthole diggers, blowers, weed eaters, power washers, banding equipment and chainsaw.
  • Uses hand tools such as shovels, rakes, hammers, bars, saws, axes, wrenches, brushes, and brooms to maintain and clean facilities and grounds.
  • Moves and organizes equipment, supplies, furniture, and materials by hand or by mechanical means.
  • Uses shovels, rakes, and rock bars to excavate, backfill or spread sand, dirt or fill materials to improve recreation spaces such as grounds, park spaces, horseshoe pits, etc.
  • Ensures grounds and facilities are maintained and cleaned (e.g., cleans park tables, collects/empties trash cans, barbecues, pavilions and rental equipment to ensure they are in serviceable condition).
  • Clears small trees, limbs, tree debris, and bushes using handsaw, clippers or loppers.
  • Shovels, sweeps or rakes snow, sand or dirt from rental cabins, campsites and recreational parking lots.
  • Cleans and waxes vehicles.
  • Maintains an inventory of hand and power tools, large equipment wood supply and ensures they are in good working order.
  • Makes all adjustments to equipment to ensure proper settings, connections, and mechanical soundness.
  • Makes minor repairs, paint, and may perform carpentry work to repair rented equipment.
  • Assists mechanics with maintaining and cleaning rental equipment. (Cabins, campsites, toilets, grounds)
  • Assists with set-up and tear down of inflatable bounce equipment, tents, table and chairs.
  • Assists in preparing excess government property for disposal.
  • Determines and selects the most appropriate type of equipment to accomplish each phase of the work in the most productive and cost-effective manner.
  • Assists in issuing and receiving rental equipment from customers using the campgrounds.
  • Observes required safety, sanitation, environmental, hazardous waste disposal, and housekeeping rules and regulations.

Conditions of Employment

  • Must possess a valid driver's license.
  • Must be willing and able to acquire a forklift and a 4-ton specialized truck license within 90 days of employment.
  • Must be able to complete and pass a pre-employment physical.
  • This position will require the incumbent to work some weekends, late night, long shifts, holidays, and overtime.

Qualifications

  • Must have skill and knowledge to use basic and specialized tools such as powered landscaping equipment.
  • Must possess basic organizational skills to fit a large amount of equipment in a limited amount of space.
  • Knowledge and skill in using hand tools and other equipment such as: shovels, rakes, hammers, bars, saws, axes, loppers, wrenches, brushes, brooms, ladders, banding equipment, and pallet jacks.
  • Must have basic maintenance skills and the ability to assemble equipment.
  • Must possess customer service skills to deal with all levels of customers including military and civilian patrons.
  • Must have basic math skills to be able to handle inventory tasks.
  • Ability to operate various controls and levers to maneuver equipment and lift/lower, adjust, engage/disengage components or attached devices.
  • Ability to complete assignments involving several tasks by following detailed processes which require remembering directions, sequences, following simple drawings, etc.
  • Ability to follow general instructions or read simple drawings to perform tasks requiring significant manual skill.

Education

When education is a basic requirement for the position, or when substituting education for experience, applicants MUST submit a copy of your high school transcripts, college transcript, or a list of courses, which includes grades earned, completion dates, and quarter, and/or semester hours earned as part of your application package.

Foreign education must include evidence that it is comparable to education received at accredited educational institutions in the United States.

All substitutions of education for experience will be made in accordance with OPM approved qualification standards.
To receive consideration for a non-related degree or eligibility based on a combination of education AND experience, a college transcript is required.
All transcripts MUST show student's name and the name of the awarding university or educational institution, degree type, awarded/conferred date, and the field of study.
