Summary

This is a TEMPORARY appointment Not to Exceed 1039 Hours. Appointment to this position will not convey permanent status and will be for a period not-to-exceed 1039 hours in a service year.

The typical seasonal entry-on-duty period is May - November, but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: May 2025.

Duties

  • Operate heavy power equipment such as lawn mowers, portable snow blowers, and all types of hand tools (such as shovels, rakes, lawn edging equipment, etc.) to maintain buildings, grounds, roads, and trails, etc.
  • Load and unload supplies and material from trucks, trailers, dollies, etc.
  • Dig ditches and trenches with pick and shovel where soil is hard and compact and must grade or slope; occasionally breaks up pavement, soil, or concrete; mixes and pours concrete, asphalt, and hot/cold mix; fills and levels holes in damaged roads.
  • Move heavily loaded wheelbarrows and hand trucks; utilize heavy type power mowers including adjusting, cleaning, and oiling blades.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You may be required to travel overnight away from home up to 1-2 nights per month. You must obtain a government charge card for travel purposes.
  • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement unless otherwise stated in this vacancy announcement. You must meet level 2 on the screen out factor/element and an average of level 2 on all factors/elements. For Wage Grade: Applicants must be physically fit and, as required in Office of Personnel Management Federal Wage System Qualifications, must possess the knowledge, skills, and abilities of the elements listed in Section 25 of the Online Occupational Questionnaire to perform the duties of the position at the level for which they are applying. Minimum Qualifications (Screen Out Element): operating heavy power equipment, such as single-function power lawn mowers with one or more cutting decks and mechanical controls, hand power equipment, such as chain saws, portable snow blowers, jackhammers to maintain buildings, grounds, roads, and trails. Perform janitorial duties; grounds and trails maintenance; and perform minor repairs to buildings, structures, and equipment. Additionally, this position on a regular and recurring basis operates light duty motor vehicles weighing up to 10,000 pounds (such as pick-up trucks, panel trucks, flatbed trucks, etc…) to transport personnel, material, or equipment to work sites located on the park.

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.

Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.

Physical Demands: The work performed requires the exertion of moderate to very heavy physical effort. The work involves
lifting and moving objects over 50 pounds, and in some cases, carrying 80 to 100 pounds (or more) with assistance.

Working Conditions: Outside work is usually performed under all kinds of weather conditions. Indoor work is often accomplished in office buildings or in well-lighted, heated, and ventilated areas such as warehouses, loading docks, or trade shops. Frequently exposed to weather and temperature extremes, drafts, noise, dust, and dirt and the possibility of bruises, muscle strains, cuts and scrapes. Work requires the employee to follow proper safety procedures and use standard safety equipment such as gloves, ear protectors, safety glasses, and steel-toe shoes to avoid possible hazards in the work area.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
