Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The individual must spend at least 25% or more of their time performing lead duties over staff one grade level below. The Evening Lead Clinical Laboratory Scientist communicates the organization's strategic plan, mission, vision, and values. The Evening Lead CLS identifies, distributes, balances work, coaches, and facilitates with problem solving methods. The Evening Lead CLS prepares reports and maintains records of work status; resolves simple, informal complaints; reports performance, progress, and training needs of the team and on behavioral problems; and provides information on promotions, reassignment, recognition of outstanding performance, and personnel needs.

Major duties include, but are not limited to:

  • Modifies or adapts new methods or techniques to improve or expand services.
  • Develops protocols for performance of tests and evaluation of results.
  • Ensures that laboratory tests and procedures are consistent with accrediting agencies standards and requirements.
  • Recognizes methodology limitations such as linearity, interference, sensitivity, and specificity and considers these when drawing conclusions about the validity of testing results.
  • Performs verification studies and method comparison studies for new systems and assays.
  • Consults with healthcare providers on logical protocol to follow in attempting to confirm the diagnosis or risk assessment of a patient.
  • Provides advisory services to technicians, technologists, and other medical staff.
  • Resolves informal simples complains.
  • Performs inventory, quality control and maintenance function. calibrations, linearities, instrument to instrument evaluations, troubleshooting and documentation reviews to ensures compliance with accreditation standards.
  • Monitors the status and progress of work and making adjustments in accordance with established priorities by recommending tour of duty changes, or overtime or compensatory time, and obtaining other types of assistance from the supervisor on major instrument malfunction, critical staffing shortages or any other problems that may arise.
  • Plans and conducts training programs and competency assessments for medical technicians and medical technologist students and new employees as appropriate.
  • Evaluates and determines instrument needs and makes recommendations to management for instrument acquisitions for testing in assigned area.
  • Enters work orders and requests instrument service as needed.
  • Consults with vendors, and other outside sources to acquire information in reference to test development and instrument acquisition.
  • Confirm that inventory was performed and ensure timely order of supplies.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403 (f).
  • Education: A bachelor's degree or higher from an accredited college or university.
  • Certification: Candidates must meet one of the certification options below.
    • (a) Generalist certification as an MLS given by ASCP BOC or AMT.
    • (b) Generalist certification as an MT given by ASCP BOR or AMT.
    • (c) Categorical certification or Specialist certification by ASCP or AMT.
Loss of Credential. If an employee fails to maintain the required certification, management officials, in collaboration with HR Office staff must immediately remove the employee from duties and responsibilities associated with this occupation. This may also result in separation from employment.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at grade levels specified.

Lead Clinical Laboratory Scientist, GS-12

Experience. 1 year of creditable experience equivalent to the next lower grade level is required for all GS-12 assignments.

Assignments. Assignment. For all lead assignments, the individual must spend at least 25% or more of their time performing lead duties over staff one grade level below. The Lead CLS communicates the organization's strategic plan, mission, vision, and values. The Lead CLS identifies, distributes, balances work, coaches, and facilitates with problem solving methods. The Lead CLS prepares reports and maintains records of work status; resolves simple, informal complaints; reports performance, progress, and training needs of the team and on behavioral problems; and provides information on promotions, reassignment, recognition of outstanding performance, and personnel needs. The Lead CLS is responsible for all aspects of operation in their area of specialty, including assignment of work responsibilities, workload management, and completion of assignments for staff at or above the FPL as well as preparation and maintenance of records and reports, analysis of testing methodologies, training, instrumentation, and compliance. The Lead CLS may act as a liaison to the supervisor and other departments/divisions of the medical center for the appropriate laboratory specialty. Duties may include, but are not limited to, orientation and evaluating the competency of assigned staff including identification of continuing education and training needs, coordinating daily activity of the lab section(s), writing or modifying technical procedures, providing technical instruction, ensuring that policies, procedures and regulatory requirements are followed, advising on course of action to follow when results or samples obtained are unacceptable, and coordinating or performing quality control reviews and method verification activities.

Knowledge, Skills, and Abilities. In addition to the experience or education above, the candidate must demonstrate the following KSAs:
  1. Knowledge of medical technology applicable to a wide range of duties to solve complex problems involving diverse aspects of clinical laboratory practice.
  2. Skill to maintain, troubleshoot, and repair laboratory instrumentation.
  3. Ability to develop procedures for new tests, and modify existing procedures and methods to resolve problems relative to complex and difficult situations.
  4. Ability to manage and coordinate daily work activities and assignments in a section.
  5. Ability to provide or coordinate staff development and training.
  6. Ability to provide guidance and technical direction to a wide variety of individuals including physicians, nurses, and other clinical staff regarding technical aspects of testing, specimen requirements and results.
Preferred Experience: Three or more years of Lead Tech experience. Experience with quality assurance and control programs (including IQCP and statistical programs), accreditation requirements and inspections, validations/implementations of new assays/instruments, and training/competency.

The full performance level of this vacancy is 12.

Physical Requirements: The incumbent must be able to perform moderate lifting up to 20 lbs., straight pulling, pushing, reaching above the shoulder, use of fingers and both hands, walking, standing for up to 4 hours, kneeling, repeated bending, use of both arms and legs. Specific visual requirements include use of both eyes, depth perception, ability to distinguish colors and shades of colors, hearing (aids permitted), clear, high cognitive function and emotional stability; ability to read ordinary type without strain.
