Summary

The North Florida/ South Georgia VA Healthcare System's Pathology and Laboratory Service is seeking an experienced and dynamic Lead Clinical Laboratory Scientist. Ideal applicants are those who want to contribute to the achievement of quality care standards, as well as the growth and development of a VA academic hospital program. Duties

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Lead Clinical Laboratory Scientists facilitate team or unit processes by working in collaboration with team members to ensure that tasks, priorities, goals and achievements are coordinated with management. Responsible for all aspects of operation of the laboratory including preparation and maintenance of records and reports, analysis of testing methodologies, training, instrumentation and compliance.

Duties Include:

  • Selects, performs, evaluates, and monitors the performance of test procedures using manual and/or instrumental techniques in accordance with established protocols
  • Recognizes and reacts to indicators of malfunction; locates and implements corrections
  • Evaluates the suitability of the specimen for analysis, requesting new specimen if determined to be unusable
  • Conducts quality control procedures on equipment, reagents, and products and maintains proper records for quality control reports
  • Verifies correct instrument operation using established procedures and quality control checks and monitoring
  • Performs reagent lot to lot validations and new lot quality controls crossover studies
  • Performs bi-annual linearity and AMR studies
  • Assists in writing procedures and other documents as directed
  • Evaluates the validity of data in relation to the test system and accepted assay procedures
  • Oversight of the clinical training experiences of technical and professional level.
  • Performs additional tests to clarify or confirm abnormal patient results
  • Recognizes abnormal results that require immediate attention by the physician and reports them directly
  • Calculates final test results and applies knowledge of statistics to prepare and interpret quality control data (mean, standard deviation, and coefficient of variation)
  • Responsible for the accurate generation of laboratory results from the work area into the laboratory computer system and for editing and verification of the results recorded into the computer system
  • Recommends updated guidelines and policies in compliance with regulatory requirements for non-routine or complex assignments
  • Responsible for monitoring the section for inspection readiness
  • Responsible for quality control review and recommend updates to procedure manuals for specific laboratory function
  • Responsible for a working knowledge of the established safety standards in order to maintain compliance and to assure protection from injury and biological hazards, practices standard precautions within all aspects of the laboratory
  • Performs sound independent work with minimal oversite of the Supervisor and maintain competency to lead staff work performance
  • Responsible for performing complex maintenance procedures and is consulted as the in-house expert for troubleshooting problems

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Basic Requirements:

Citizenship. Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with38 U.S.C. § 7407(a).

English Language Proficiency. Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403 (f).

Education-Documentation Submitted. A bachelor's degree or higher from an accredited college or university.

Certification-Documentation Submitted:
Candidates must meet one of the certification options below.

  • Generalist certification as an MLS given by ASCP BOC or AMT.
  • Generalist certification as an MT given by ASCP BOR or AMT.
  • Categorical certification or Specialist certification by ASCP or AMT.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials. Graduates of foreign baccalaureate degree programs meet the educational requirements if they meet either of the following:(1)Foreign transcripts are evaluated by an acceptable evaluation agency, and the degree is found to be equivalent to a NAACLS-approved U.S. clinical laboratory science degree program.
OR
(2)The applicant submits a letter from ASCP BOC or AMT stating the individual is eligible to take the certification examination.
NOTE: Possession of a certification identified in 4c above automatically determines the foreign education as creditable and no further documentation or proof of equivalency is needed.
Grade Determinations:

Lead Clinical Laboratory Scientist, GS-12.

Assignments.
For all GS-12 assignments above the FPL, the higher-level duties must consist of significant scope, complexity (difficulty) and range of variety and be performed by the CLS at least 25% of the time. Candidates at this grade level are in one of the following assignments.

Experience. 1 year of creditable experience equivalent to the next lower grade level is required for all GS-12 assignments.

Knowledge, Skills, and Abilities. In addition to the experience or education above, the candidate must demonstrate the following KSAs:
  • Knowledge of medical technology applicable to a wide range of duties to solve complex problems involving diverse aspects of clinical laboratory practice.
  • Skill to maintain, troubleshoot, and repair laboratory instrumentation.
  • Ability to develop procedures for new tests, and modify existing procedures and methods to resolve problems relative to complex and difficult situations.
  • Ability to manage and coordinate daily work activities and assignments in a section.(E)Ability to provide or coordinate staff development and training.
  • Ability to provide guidance and technical direction to a wide variety of individuals including physicians, nurses, and other clinical staff regarding technical aspects of testing, specimen requirements and results.
Assignment. For all lead assignments, the individual must spend at least 25% or more of their time performing lead duties over staff one grade level below. The Lead CLS communicates the organization's strategic plan, mission, vision, and values. The Lead CLS identifies, distributes, balances work, coaches, and facilitates with problem solving methods. The Lead CLS prepares reports and maintains records of work status; resolves simple, informal complaints; reports performance, progress, and training needs of the team and on behavioral problems; and provides information on promotions, reassignment, recognition of outstanding performance, and personnel needs. The Lead CLS is responsible for all aspects of operation in their area of specialty, including assignment of work responsibilities, workload management, and completion of assignments for staff at or above the FPL as well as preparation and maintenance of records and reports, analysis of testing methodologies, training, instrumentation, and compliance. The Lead CLS may act as a liaison to the supervisor and other departments/divisions of the medical center for the appropriate laboratory specialty. Duties may include, but are not limited to, orientation and evaluating the competency of assigned staff including identification of continuing education and training needs, coordinating daily activity of the lab section(s), writing or modifying technical procedures, providing technical instruction, ensuring that policies, procedures and regulatory requirements are followed, advising on course of action to follow when results or samples obtained are unacceptable, and coordinating or performing quality control reviews and method verification activities.

Preferred Experience:
  • Have advance knowledge of specialized and complex subject matter extending beyond the duties of test performance.
