This vacancy is for a GS - 0301 - 12, Lead Command Center Controller located in the Department of Homeland Security, U.S. Coast Guard, SECTOR BOSTON COMMAND CENTER.

Duties

You will serve as a/an Lead Command Center Controller and be responsible for maintaining command and control as a watch leader over all Coast Guard operations in the Sector's area of responsibility.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Serving as a direct representative of the Sector Commander, and providing leadership and training to other military and civilian Sector Command Center (SCC) watch-standers.
  • Overseeing, leading and monitoring the other SCC watch positions (Operations Unit, Situation Unit, Communications Unit).
  • Developing, administering, and maintaining a comprehensive training program for all watch positions with oversight of all required performance qualification standards, training modules, recertification standards, on-the-job training (OJT), and unit indoctrination.
  • Serving in a lead capacity to coordinate the work of the SCC and overseeing and monitoring the Sector's response to SAR cases in order to minimize loss of life and property at sea.
  • Developing search action plans while investigating and coordinating ongoing activities and operations within the local Area of Responsibility (AOR).
  • Providing command and control over all maritime law enforcement operations in which Coast Guard assets are involved within the Sector AOR.
  • Maintaining command and control of security zone enforcement patrols of critical infrastructure in support of Coast Guard Ports, Waterways and Coastal Security (PWCS) missions, including those accomplished by other
    government agencies.
  • Maintaining command and control of petroleum and chemical spill response operations in the Sector's AOR until an Incident Command System (ICS) structure is established by the Sector Commander or other competent
    authority.

Qualifications

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

  • Standing watch as a command duty officer.
  • Monitoring search and rescue cases.
  • Monitoring law enforcement cases.

  • Monitoring response to marine casualties.
  • Interfacing with federal agencies regarding Agency operations
  • Utilizing automated information systems to track and collect operational information relevant to a mission.
  • Providing leadership and training to other watch-standers.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
