The United States Space Force (USSF) at Los Angeles Space Force Base is searching for a Lead Cost Analyst for SSC/LE (NH-1515-03, GS-12/13 Equivalent).
Description:
The incumbent of this position will lead and advise on contractor performance measurement systems and reports, contract cost and schedule performance, financial reporting requirements, as well as generate and deliver briefings. You will advise and consult senior USSF leaders in program management and finance on the viability of programs given challenging resourcing constraints. You will lead and advise on estimates or projects that include but are not limited to: Sufficiency Reviews, Independent Government Estimates, Program Office Estimates (POE), Single Best Estimates (SBE), Service Cost Positions (SCP), Non-Advocate Cost Assessments (NACA), risk analysis, excursions, economic analysis, and Cost Analysis Requirement Document (CARD). You will provide inputs to support the Budgetary process and all acquisition milestones/events. You will continuously provide recommendations to maximize the use of scarce resources internal to the cost estimating team including (manpower, funding, or other material resources) to drive efficiency, effectiveness, and productivity.
As an operations research analyst, you will lead the development and implementation of analysis, mathematical models, computer programs to evaluate data and provide decision makers with analytics to inform decision making. You will lead or be actively engaged in meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts. You will accomplish professional development and maintain technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, and research & development organizations.
Ideal Candidate:
This is a supervisory position requiring subject matter expertise across cost estimation, earned value management, as well as leadership and management of both individuals and teams. You will lead a team to develop and deliver high quality, data driven, and defendable analysis for weapons systems/programs acquired for and managed by the USSF. In this role you will communicate the analysis of you and your team to senior leaders/peers and must tailor messaging to the relevant audience. You will resolve complex challenges and lead cross functional teams that are geographically separated. Further, you will be responsible for reviewing all products for accuracy, completeness, and compliance prior to delivery to customers and decision makers. As an expert, you will guide and perform the application, evaluation and administration of Earned Value Management Systems (EVMS) systems and data.
Key Skills and Abilities:
1. Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities.
2. Knowledge of quantitative techniques and methods used to develop, adapt, modify and apply models to resolve problems or define and clarify alternative solutions.
3. Skill to negotiate and/or defend findings and program support concepts.
4. Ability to lead study teams and originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
5. Ability to develop and utilize appropriate data collection techniques, and design, build, and use models and simulation techniques.
6. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations
