Lead Cybersecurity Engineer / ISSM, SYD 84

The United States Space Force (USSF) at Los Angeles Air Force Base El Segundo CA is searching for a Lead Cybersecurity Engineer / ISSM, SYD 84 (NH-2210-04, GS-14/15 equivalent).

Description:
Space Sensing plans and executes rapid acquisition strategies for the $24B portfolio of space sensing programs in support of Combatant Commands, USSF, and DoD space warfighting priorities. Responsible for developing and delivering resilient missile warning and tracking, environmental monitoring, and tactical surveillance, reconnaissance, and tracking capabilities to underpin the nation's integrated deterrence strategy and enable military operations worldwide.

This position is a critical senior engineering position in the Mission Protection Branch within Space Sensing's Engineering Division. The individual hired for the position will be responsible for leading the Cybersecurity function for the entire Space Sensing portfolio of programs. The incumbent will also perform the role of Information Systems Security Manager for all programs currently in acquisition. A minimum of Information Assurance Manager Level III certification is a requirement for this position. Engineering Acquisition Level II certification is also a requirement of the position. The individual hired will also be expected to be a self-starter and work independently.

Key Skills and Abilities:
1. In-depth knowledge of a full range of cyberspace defense and cybersecurity principles, concepts, practices, products, services, and methods for evaluating risk and vulnerabilities, implementing mitigation improvement, and disseminating cyberspace defense security tools and procedures, to include knowledge of a broad range of cyberspace defensive concepts and principles, network and host operating modes, related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications.
2. In-depth knowledge of strategic cyberspace defense operational and organizational planning, architectural analysis, programming, requirements analysis, and reviews to develop USSF DCO-S enterprise planning, operational concepts, and roadmaps for USSF-wide implementation; and AF and Joint exercises, to include knowledge of Network Defense systems, tools, techniques, and procedures to support the USSF Cyberspace Defense systems (or other) operational mission; and knowledge of computer hardware and software capabilities, multiple operating systems to include its virtual application, telecommunications, database management, advanced intrusion detection/prevention capabilities and techniques, networks, computer security, file systems, and storage area networks. Comprehensive knowledge of operational satellite and ground control systems and subsystems as they pertain to understanding the Key Terrain-Cyber (KT-C) required to ensure Mission Assurance of these systems, to include knowledge of safety and security, and regulations, practices, and procedures; and security procedures to maintain control of classified material.
3. Knowledge of contracted products and services ensuring they are in full compliance with contract requirements and the contracts are being implemented effectively and efficiently to meet organizational goals. Knowledge associated with methods and techniques such as contracting procedures/legal requirements, and cost analyses to include negotiating and/or defending findings and program support concepts.
4. Knowledge of safety and security regulations, practices, and procedures.
5. Ability to communicate effectively both orally and in writing, to produce technical reports and/or briefings. Ability to develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational cyber activities. Ability to apply critical reading/thinking skills and exercise judgment when policies are not well-defined. Ability to interpret and apply laws, regulations, policies, and guidance relevant to organization cyber objectives. Ability to tailor technical and planning information to a customer's level of understanding. Ability to think critically. Ability to prioritize and allocate cybersecurity resources correctly and efficiently. Ability to relate strategy, business, and technology in the context of organizational dynamics. Ability to understand technology, management, and leadership issues related to organization processes and problem solving. Ability to ensure cyberspace defense management processes are integrated with strategic and operational planning processes. Ability to ensure that senior officials within the organization provide information security for the information and systems that support the operations and assets under their control.

Conditions of employment

• Must be a U.S Citizen.
• PCS and Incentives funding is available.
• Must be able to obtain and maintain a Top-Secret / SCI security clearance.
• Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
• May be required travel away from the normal duty station on military or commercial aircraft.
• May be required to work overtime on an unscheduled or emergency basis.
• Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework"
• Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
• This is a cybersecurity position; the employee will attain appropriate DoD approved cybersecurity baseline certificate(s)
• This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
• IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME)
• Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.
