Summary

The incumbent serves as an Advanced Level Cytotechnologist within the Pathology and Laboratory Medicine Service at the Richard L. Roudebush VA Medical Center, performing key duties in the Cytology laboratory. This is considered the advanced level for nonsupervisory positions.

Duties

Major duties include:

  • Attends FNA procedures, maintains FNA cart, prepares and stains slides according to established protocol ensuring adequate material is taken for applicable ancillary testing such as cell blocks, molecular testing, and microbiology. Performs ROSE assessments for FNA procedures independently.
  • Performs diagnostic work by identification, localization and interpretation of cellular abnormalities and in so doing, makes diagnoses independently of the pathologist. Releases negative gynecologic cytopathology reports to the patient medical record and does so within established time limits.
  • Provides direction to daily operations of the cytology laboratory and assumes responsibility for monitoring adherence to documented protocols and ensuring continuous workflow and quality within the unit.
  • Monitors laboratory quality control systems and performance indicators.
  • Analyzes, identifies, defines, and resolves issues associated with complex aspects of collected quality assurance data.
  • Independently writes policies and procedures as needed for the overall operations of the Cytology laboratory and provide guidance to staff regarding these procedural changes.
  • Monitors and makes work assignments, provides input on performance, resolves daily workplace issues, and maintains efficient workflow in the Cytology laboratory.
  • Assures coverage of all areas of responsibility-fine needle aspiration biopsies, accessioning, processing, and screening to ensure that the workload is distributed and balanced for efficient workflow of the Cytology laboratory.
  • Oversees the training of new employees to make sure new employees are knowledgeable, capable, and competent in all duties of the cytology laboratory ensuring all training requirements are met.
  • Monitors pending consults to comply with VHA and facility guidelines.
  • Has a full depth of knowledge of Word and Excel in order to independently create and modify documents as necessary.
  • Ensures compliance with P&LMS policies and laboratory accreditation requirements, assists in preparing for laboratory inspections, and facilitates preparation of the documentation therein. Additionally ensures compliance with all regulatory agencies.
  • Analyzes, collects, and monitors cytology data, including screening statistics and workload compliance according to the laboratory quality management program and established laboratory accrediting agency guidelines and uses laboratory data to implement quality improvement initiatives.
  • Utilizes comprehensive knowledge of laboratory equipment to perform routine maintenance, document instrumentation quality control logs, and maintain instrumentation according to established procedure. Troubleshoots equipment failures and takes appropriate action to resolve issues.
  • Maintains accountability for inventory of all supplies and acts as backup as appropriate for maintaining spreadsheet of all cytology products.
  • Completes quality control and equipment maintenance logs according to established laboratory policy and demonstrates comprehensive knowledge of laboratory quality control and quality assurance procedures, as well as performance improvement principles.
  • Responsible for higher-level tasks in the investigation of equipment issues and failure after routine troubleshooting has occurred on instruments and equipment used in the Cytology laboratory.
  • Contacts instrument-specific technical representative, biomedical engineering, and/or enters service request as needed to resolve and resume optimal functionality of equipment, referring to supervisor only when non-responsive or difficult issues arise.
  • Ensures annual PMs are performed on all equipment as defined by manufacturer or laboratory policy.
  • Assists in research of new equipment and developing equipment verifications and test validations as directed by laboratory accrediting agencies.
  • Monitors the processing of cytology preparations and tracks mislabeled, unlabeled, or unsuitable specimens.
  • Communicates, consults, and interacts with other members of the healthcare team in a professional manner.

Qualifications

Basic Requirements:

  • Citizenship. Citizen of the United States. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g
  • Education. Individuals must have successfully completed a baccalaureate degree from a regionally accredited college/university and successfully completed a Commission on Accreditation of Allied Health Education Programs accredited Cytotechnology Program.
  • Foreign Education: To be creditable, education completed outside the U.S. must have been submitted to a private organization approved by the American Society for Clinical Pathology (ASCP) that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U.S. programs.
  • Certification. Candidates must currently possess the Cytotechnologist (CT) (ASCP) OR Specialist in Cytotechnology (SCT) (ASCP) certification given by the ASCP Board of Certification.
  • English Language Proficiency: Cytotechnologists must be proficient in spoken and written English. See 38 U.S.C. § 7403(f).
Grade Determinations:

Lead Cytotechnologist, GS-11

Experience. The candidate must have one year of creditable experience equivalent to the journey level (GS-9) that is directly related to the position to be filled.

Demonstrated Knowledge, Skills, and Abilities.

In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  1. Skill in researching, testing, validating, and implementing new procedures and equipment.
  2. Ability to monitor abnormal test results, which includes notification to the physician when necessary, and to complete documentation in accordance with CAP requirements.
  3. Ability to lead others, monitor and make work assignments, balance workload, and ensure duties are completed in an accurate and timely manner. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work.
  4. Knowledge of laboratory requirements to develop, maintain, and issue written instructions and standard operating procedures, including the design of forms that comply with regulatory agencies
Assignments. For all assignments above the journey level, the higher-level duties must consist of significant scope, complexity difficulty, range of variety, and be performed by the incumbent at least 25% of the time. The lead cytotechnologist provides direction to cytology staff by overseeing daily operations of the cytology laboratory. The incumbent monitors the processing of cytology preparations, including associated quality control measures. The lead cytotechnologist establishes procedure manuals and forms necessary to meet departmental and regulatory needs. The lead cytotechnologist will research, test, validate, and implement new procedures and equipment. The lead cytotechnologist monitors abnormal test results, notifies the physician when necessary, and completes documentation in accordance with CAP requirements. The lead cytotechnologist will monitor and make work assignments, provide input on performance, resolve daily workplace issues, and maintain efficient workflow. Assignments at this level include, but are not limited to: assuring coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work; providing guidance to staff members to include changes in policies and procedures; distributing and balancing workload; orienting and providing on-the-job training for new and current employees; ensuring all training requirements are met; and organizing the work structure of the assigned area.

The full performance level of this vacancy is GS-09. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-11.
