Duties

Serving as a Lead Facilites Project Manager GS-1601-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Charleston Administration Division under the Mission and Readiness Support Directorate located in Charleston, South Carolina.

The primary purpose of this position is to serve as a team leader providing direction, planning, and coordination of facilities maintenance, repair, and construction to support law enforcement training programs. Ensures Project Managers monitor and inspect assigned contract deliverables and work meets government requirements. Coordination with stakeholders, contracting officer and end users of new and existing facilities to provide improvements to our site. Communicate and professional provide and respond various departmental information to the team and customer support.

Typical duties include:

  • Serving as coordinator for facilities maintenance, repair, and construction activities and on-site facilities expert regarding any issues that
    surface while guiding the team in selecting and applying the appropriate problem-solving methods and techniques
  • Leading the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational/specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product
  • Participating in the development of plans and specifications for repairs, improvements, construction projects, and other job order work, while being responsible for ensuring that all facilities are operating and maintained properly and in accordance with all applicable policies and requirements
  • Serving as the principal advisor to the Division Chief regarding the planning and directing of building maintenance programs, policies, operations, repair and improvements to all buildings, equipment and facilities
  • Planning overall program requirements including the following activities: budgeting and materials for major repairs and alterations, and job order works

  • Must be able to obtain and maintain FAC-COR Level III certification.
  • This position is Emergency Essential and required to sustain FLETC’s operations under all conditions.

This position has a Selective Placement Factor (SPF). If your resume doesn't demonstrate possession of the SPF, you will be rated ineligible. The SPF for this position is: You must possess Federal Acquisition Certification - Contracting Officer Representative (FACCOR) Level II certification; or have the requisite experience to obtain and maintain certification. In addition to SPF, you must also possess the specialized experience.

Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as serving as coordinator for facilities maintenance, repair, and construction activities and on-site facilities expert regarding any issues that surface while guiding the team in selecting and applying the appropriate problem-solving methods and techniques.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Background Investigation: To ensure the accomplishment of our mission, the FLETC requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Suitability/Fitness as a condition of placement in this Non-Sensitive, Moderate Risk position. This review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

Work Environment: The work is performed in an office environment and at various on-site facilities, with occasional travel to provide technical assistance or to attend meetings.
