Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This is a Lead Firefighter (Basic Life Support), GS-0081-08, position US Army Aviation Center of Excellence. This position is included under the provisions of Special Retirement Coverage (SRC) and may have both a maximum entry age and a mandatory retirement date.

Duties

  • Serves as firefighter crew chief. As crew chief on the shift, leads a crew of firefighters in performance of the full range of firefighter duties.
  • Performs work leader functions. Distributes and balances the workload, keeps in touch with the status and progress of work, and ensures safe work habits.
  • Directs and participates in training. Assists in directing and participating in practice drills and training classes for the assigned crew and others.
  • Assigns crewmembers to station maintenance work.
  • Directs the crew in fire protection inspections. Makes and/or directs fire prevention inspections of buildings and structures in the assigned area.
  • Performs miscellaneous firefighting related duties. Performs related operational, emergency and standby duties.
  • As required, responds on-site, as an Emergency Medical Technician (EMT), to accidents and other emergencies involving injury and illnesses; sometimes encounters situations which may be life-threatening.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 45 lbs. climb ladders up to 100 feet, climb in and over obstacles and move charged fire hose lines. in the regular performance of duties.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position requires the incumbent to wear the prescribed uniform and/or personal protective equipment while on duty.

  • This position is subject to recall for all firefighting emergencies.
  • This position is an inclement weather position.
  • Incumbent must maintain a functioning telephone at their residence to aid in contact during recall/emergency situations.
  • This position requires you to work rotating shifts and a 53-hour work week.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing or providing training in fire protection and prevention. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

In addition to Specialized Experience, the position requires the incumbent to possess the following certifications:
  • Firefighter I & II,
  • Fire Officer I,
  • Fire Instructor I,
  • Fire Inspector I,
  • Airport Firefighter,
  • National Registry Emergency Medical Technician (NREMT).
  • Valid State Driver's License
  • Driver/Operator Pumper
  • Driver/Operator - Aircraft Rescue and Fire Fighting (ARFF)
You will be evaluated on the basis of your level of competency in the following areas

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
