About the position: This position is located at the NAF Human Resources Office, part of the 52 Force Support Squadron and will be responsible for recruitment and placement services within all NAF Facilities on Spangdahlem AB, Germany.
This position is Regular Full Time, which qualifies for Post Allowance, Annual & Sick Leave accrual, 401(k), Health & Dental Insurance, Life Insurance and more.

Duties
- Directs daily office and staff operations in the absence of the HRO.
- Researches and interprets legal and regulatory program guidance.
- Provides technical advice to lower-graded Human Resources Assistants on HR management functions.
- Advises HR staff on policies, procedures, and directives from higher management or headquarters.
- Ensures background investigations are requested and adjudicated for employment suitability.
- Assists with processing and tracking installation records checks, criminal history checks, and national agency checks.
- Serves as the focal point for the automated NAF personnel data system, resolving transaction problems and errors.
- Maintains surveillance of automated system processing through queries and quality control.
- Acts as the authoritative source on procedural and regulatory requirements for personnel actions.
- Answers inquiries regarding the status of pending personnel actions.
- Provides management advisory services on staffing, affirmative employment, employee relations, and classification.
- Assists with disciplinary actions, adverse actions, and grievances.
- Manages recruitment and placement activities, including requesting to fill positions, preparing applicant referral lists, and arranging interviews.
- Maintains position control registers and automated personnel statistical reports.
- Advises managers and employees on pay, overtime, pay systems, leave, and related issues.
- Disseminates information on pay actions, insurance, and personnel topics.
- Advises on routine leave, attendance issues, and disputes.
- Conducts orientation sessions on benefits and employee rights.
- Maintains official employee personnel records and files.
- Forwards records for administrative and pay purposes.
- Computes pay rates and service computation dates, ensuring regulatory compliance.
- Establishes new record series and manages records disposal.
- Resolves issues in employee benefit programs and administers workers' and unemployment compensation.
- Develops informative and accurate communication materials for management and staff.
- Inputs personnel data into the automated system.
- Participates in planning and conducting local NAF wage surveys.
- Performs other related duties as assigned.

Qualifying Experience:
- Thorough familiarity with the full range of NAF personnel policies and procedures.
- Experience in interpreting and applying personnel laws, policies, regulations, and procedures.
- Proficiency in utilizing automated personnel systems, software, and databases.
- Ability to communicate personnel information and assistance effectively to customers.
- Skilled in generating personnel reports for reviewing personnel statistics.
- Must have basic computer skills and knowledge of the automated NAF personnel data system.
- Familiarity with personal computer applications such as Windows, MS Word, Excel, and the Internet.
- Ability to plan, organize work, and meet deadlines.
