Summary

This position is located within the Office of Human Capital Services, Office of Staff Operations (OSO), Human Resources Center (HRC), located in Detroit, Michigan. This position serves as a Lead HR Assistant (Recruitment and Placement) responsible for assigning work delegated to the Human Resources Assistants in an equitable manner, ensuring accurate and timely completion of work, as well as providing coding, recruitment and staffing support to the employees of Veterans Benefits Administration.

Duties

  • Lead a unit or team of employees performing work a the GS-5/6/7 level.
  • Provide guidance and technical direction for accomplishing the work of the unit or team.
  • Ensure work assignments of employees in the unit or team are carried out.
  • Work with the supervisor in the assignment of functions to team members in order to meet routine and unusual deadlines and priorities.
  • Distribute and balance workload and tasks among employees in accordance with established workflow and/or job specialization.
  • Ensure the timely accomplishment of assigned tasks, and ensures that each employee has enough work to keep busy.
  • Monitor the status and progress of work and makes day-to-day adjustments in accordance with established priorities.
  • Maintain current knowledge and answers questions about other employee’s procedures, policies and directives.
  • Train or arrange for the training of team members in the accomplishment of tasks or projects.
  • Give on-the-job training to new employees accordance with established procedures and practices.

GS-08 grade level: One year of specialized experience equivalent to at least the next lower grade (GS-07) in federal, state, local, private or other service that has equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience for this position is defined as: (1) Providing guidance and technical direction for accomplishing the work of the unit or team; (2) Ensuring work assignments of employees in the unit or team are carried out; (3) Working with team members to meet routine and unusual deadlines and priorities; (4) Maintaining personnel files and processing personnel action.

There is no educational substitution for the GS-08 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Special Salary Rate (SSR) Notice: This position is paid at a Special Salary Rate (SSR). VA approved special salary rates for HR Management, GS-201 and HR Assistant, GS-203 series positions in accordance with 5 U.S.C. 5305(a)(1), Special Pay Authority. The SSR will terminate on September 30, 2027.

Work Schedule: Regular office hours, Monday -Friday, 6:30 AM - 6:30 PM. Alternate work schedules may be available.

Physical Demands: No special physical demands are required. The work is primarily performed while sitting.

Promotion Potential: There is no promotion potential within this position, as it is being filled at the full performance level of GS-08.
