Summary
This position is located in the Department of State's Bureau of Personnel and Training Office of Overseas Employment (PERT/OE). PERT/OE serves as a central human resource office for the approximately 60,000 locally employed staff (LE Staff) and eligible family members (EFMs) employed by all federal agencies at U.S. missions overseas.

Duties
- Represent the office as the compensation policy manager and expert in negotiations with senior management within responsible regional bureau and other agencies in cases involving problems with proposed or current compensation policies.
- Develop and recommend new or revised compensation policy regulations and procedures, special guidance to post management, and changes in the basic compensation policies which can be accomplished through modifications to laws, regulations or guidance.
- Define projects goals and set priorities to include assessing and articulating economic and labor market trends in-country.
- Develop the compensation policies and structures for final authorization and ensure that posts are serviced in a timely manner with final instructions and on-going compensation guidance.
- Prepare briefing materials on locally employed staff compensation for the Under Secretary for Management, Director General for Human Resources, Office of the Inspector General and others.

Qualifications

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience providing advisory services on Locally Employed (LE) compensation and benefits.
- Experience analyzing, developing strategy and policy related to compensation and benefits.
- Experience evaluating LE process methods and systems to make recommendations regarding their use.
There is no substitute of education for specialized experience for the GS-14 position.
