Summary

This announcement is to solicit applicants for a detail/temporary promotion to the position of Lead Human Resources Specialist (Recruitment and Placement) SSU, GS-0201-13, within Legacy VISN 7 Human Resources Management service. The assignment will provide coverage for HSA 2.2 or HSA 2.4.

This detail/temporary promotion is for 120 Days but could be extended to1 year, terminated, or converted to permanent based on organizational needs.

Duties

Major duties for the position may include but are not limited to:

  • Incumbent serves as a VISN Shared Services Unit (SSU) R&P Team Lead with minimal supervision from the SSU R&P Supervisory HR Specialist. Responsible for the general working oversight of at least 5 HR Specialists (GS-0201-12) in the R&P SSU.

  • Distributes and balances workload among employees in accordance with staff work flow.
  • Troubleshoots and resolves difficult and controversial internal and external staffing and placement problems.
  • Evaluates applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verifies eligibility, and rates and ranks applicants.
  • Adjudicates and makes decisions on applicant appeals and agency's request to pass over (or objects to) eligible(s) certified.
  • Receives and reviews local and regional recruitment requests and contacts the Selecting Official to finalize the recruitment action.
  • Reviews all Recruitment & Placement personnel actions to include reviewing and releasing actions.
  • Coordinates with leadership stakeholders, to include local, regional and national leadership throughout the entire recruitment process.
Recruitment & Placement:
  • Evaluates applications and resumes using Office of Personnel Management (OPM) and qualification standards.
  • Responsible for drafting and preparing announcement(s); evaluating, rating and ranking applications; adjudicates veteran's preference.
  • Prepares vacancy announcements based on Position Description (PD) and/or functional statements (FS) and Subject Matter Expert (SME) analysis of the position.
  • Identifies management problems and analyzes them from the management viewpoint.
  • Receives and reviews local and regional recruitment requests and contacts the Selecting Official to finalize the recruitment action.
  • Provides technical advice and assistance to the human resources staff and management officials in all areas of staffing and recruitment, including priority placement, direct hiring, special hiring authorities, etc.
  • Troubleshoots and resolves difficult and controversial internal and external staffing and placement problems.
  • Consults on and ensures all pre-employment requirements are met, such as: position management and organizational design; pay administration such as physician market pay; setting pay for Title 5, Title 38 and Hybrid employees, using multiple pay scales and various information sources; VetPro Credentialing; position descriptions, functional statements, scopes of practice, crediting plans, and job analysis.
Recruitment & Placement Quality Review:
  • Serves as a Senior Quality Reviewer for the assigned R&P SSU. Reviews all facets of HRSmart work for their team including staffing, recruitment and retention.
  • Responsible for the quality review of Staffing, Recruitment and Placement information management systems and its management to ensure compliance with regulations and interpretation of the organization's Personnel Accountability, HR policies and procedures to address issues that require substantial interpretation.
  • Conducts quality reviews of documents to ensure compliance and collaborates and coordinates with supervisor on corrections and internal process improvement measures.
  • Provides independent and sound judgement to perform complex, sensitive, project work characterized by a high degree of difficulty related to the Quality Review Management of Personnel Actions Request (PAR) within the Human Resources Management Service applicable database (HR Smart).
  • Reviews all Recruitment & Placement personnel actions to include reviewing and releasing actions. Conducts thorough reviews on personnel actions processed to ensure the actions are in adherence with all regulatory and legal requirements.
  • Ensures data fields on personnel actions are coded appropriately, to include verifying the correct nature of action and legal authority codes are being utilized. Ensures employee data is accurately captured, i.e., veteran's preference, tenure, FEGLI, annuitant indicator, pay rate determinate, retirement plan, service computation date, work schedule, etc.

Work Schedule: Monday - Friday 8:00am - 4:30pm (subject to change based on agency needs).

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.

To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:

Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: conducting recruitment and placement activities for a variety of professional, administrative and technical positions; interpreting and applying qualification standards and/or requirements to determine applicant qualifications; providing technical guidance and consultation regarding rules and regulations laws, policies and procedures pertaining to recruitment and staffing and personnel actions; explaining recruitment and placement policies, processes, and rules to managers in developing recruitment packages including job analysis, crediting plans, and performance-based interview questions; resolving a wide variety of HR issues or problems; utilizing USA Staffing (or other automated staffing programs) to prepare vacancy announcements, issue referrals to managers, and onboard selectees.

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: providing expert level human resources advice and guidance on recruitment, placement, and staffing programs to the VISN and/or medical centers' management and staff; comprehensive knowledge of and skill in applying a wide range of advanced recruitment, placement, and staffing principles, concepts, practices, and regulations; leading or serving as team member on special projects or comprehensive studies to examine recruitment, placement, and staffing problems or issues to find solutions, evaluate alternatives, and make recommendations to complex problems and situations; advising management on a wide range of recruitment, placement, and staffing issues such as workforce shaping, special placement programs, recruitment methods, special pay incentives, and national collective bargaining agreement requirements; and reviewing data from automated platforms, performs analyses, summarizes information, identifies trends and develops and implements recommendations.

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
