Summary

About the Position:The position is located at the Mark Center Building in Alexandria, VA. The Mark Center is the new location for the Washington Headquarters Services of the United States Department of Defense (DoD) and a number of other DoD agencies. The name of the site refers to the "Mark Center" commercial property in which it is located.

This is a Direct Hire Solicitation.

Duties

  • Ensures the statistical validity and accuracy of DoDEA automated reports of organizational and student achievement and standardized quality of student data collection, interpretation and dissemination of student information to DoDEA stakeholders.
  • Assures team efforts are accurate, complete, and supportive of work mission. Monitors work production and workload of personnel to ensure regulatory and procedural requirements are in compliance with applicable laws, policies, and regulations.
  • Develops policies, guidelines and operational procedures that result in the accurate and efficient collection, validation, display and reporting of data for the purpose of internal and external accountability.
  • Coordinate with leadership to develop, overhaul and improve processes and tools for the reception, dissemination, and processing of data from internal and external sources.
  • Provides educational and operational data workups for components of the DoDEA data warehouse.
  • Formulating strategies for staff in evaluating programs that align with DoDEA's approach to utilize data to support continuous improvement at the systemic level or locally.
  • Works with internal stakeholders to develop strategic approaches to utilize data to improve educational and operational outcomes
  • Ensures that data driven tools developed represent an accurate picture with a focus on continuous improvement of DoDEA performance as an educational system.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience: One year of specialized experience which includes lead the development of complex data visualizations and reporting solutions utilizing information from complex data systems; interpret data from complex systems to advise management in order to make data-informed decisions; providing technical training, coaching, and quality control reviews of work products created by other analytics report developers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

This specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-14 grade level.
