Summary

The Lead Management and Program Analyst, GS-0343-14, serves within Member Services (MS), Veteran Transportation Program (VTP) and provides expert guidance at the national level for programs at Department of Veterans Affairs and VA medical facilities nationwide. The incumbent serves as a Project Manager within VTP and is responsible for gathering, analyzing, developing, defining, documenting, validating, verifying, and managing business requirements for various VTP/VHA national systems projects.

Duties

Major Duties Include (but are not limitesdf to): Analyzes, determines, and forecasts expenditures for implementation and ongoing maintenance of assigned initiatives; Utilizes a variety of coordinating, coaching, consensus-building, and planning techniques to ensure that the work of the team is properly accomplished; Ensures the organizations strategic plans, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, work products, and services; Determines project prioritizations and develops strategies to support customer objectives that provide effective management of VA health care initiatives; Oversees business system initiatives and provides management and program related guidance for programs within the area of focus for VA Medical Centers nationwide; Plans program strategies, monitors performance, develops initiatives, and writes directives for national implementation; Organizes, plans, and directs project execution involving a diversified and coordinated staff effort; Develops internal control designs and implements testing of those controls; and Develops corrective action plans for improper payment and quality reviews when non-compliance is discovered.

Promotion Potential: This GS-14 position is being announced at the full performance level.
Work Schedule: M-F, 8 hour shift between 6AM-6PM (TBD by Supervisor)
Position Location: Any MS onsite location or outside of original hiring duty station at VA-owned or leased space (location TBD upon selection).

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2025.

Time-In-Grade Requirement (GS-14): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-14 position, you must have served 52 weeks at or above the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50's that clearly demonstrates one-year time-in-grade has been met.
Please Note: Time-In-Grade requirements also apply to former VA employees applying for reinstatement with CTAP eligibility.

You may qualify based on your Specialized Experience as described below.

Specialized Experience (GS-14): You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization.

Examples of Specialized Experience includs (but are not limited to):
1) Implements and monitors management information systems for analysis and tracking of program data, long and short range plans, policies, and priorities established by statutes or executive orders
2) Prepares and develops conclusions, recommendations, and actions based on analysis and evaluation, and present statistics and other data
3) Investigates and analyzes adverse quality trends or conditions and initiates corrective action
4) Supervises and directs the preparation, formulation, justification, presentation, execution, and analysis of quality management for the program office
5) Prepares briefings, presentations, and other high-level documents in support of national agency programs, special projects, and studies
6) Monitors and reports on the status and progress of work, checking work in progress, andreviewing completed work to see that the supervisor's instructions, work priorities, methods, deadlines, and quality have been met
7) Provides mastery qualitative and/or quantitative analytical methods for assessment,improvement of management and project effectiveness, and complex management processes and systems

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6, or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
