Summary

Sterile Processing Service (SPS) is the central point within the Medical Center providing the technical supply functions of collecting, processing an decontamination of soiled supplies, instruments and equipment; instrument preparation and sterilization; medical equipment maintenance, receiving, storing, and distribution of medical and surgical supplies, instruments, and equipment.

Duties

Major Duties:

  • Direct and lead SPS personnel and communicate effectively to ensure user unit needs are met on a consistent basis. Must possess the knowledge and skills to accurately and meticulously decontaminate, process, sterilize and high-level disinfect a wide variety of complex, medical, surgical, endoscopic and dental devices.
  • Balances the workload among employees in accordance with established workflow or job specialization, assures timely accomplishment of the assigned workload. Monitors and reports the status and progress of work and adjusts workload according to established priorities.
  • Must have thorough knowledge of, and the ability to orient new staff, to a full range of: (1) Sets and trays used throughout the medical center, including those used in the operating room, and (2) medical/surgical terminology, human anatomy, and physiology.
  • Acts as a preceptor to new staff members to include Contracting Staff, and Medical Enlisted Training College (METC) Joint services clinical Surgical/SPS training programs and assist in orientation and training under the guidance of SPS Supervisors, Quality Assurance Staff and MST Instructors.
  • Serves as a resource for Medical Supply Technicians in the loading and operation of sterilizers such as Steam, Sterrad, Ethelyn Oxide (ETO) and high-level disinfecting process (HLD) as well as reprocessing of endoscopes using Automated Endoscope Re-processors (AER).
  • Assists the Supervisor as Subject Matter Expert (SME) on the proper use, cleaning, and sterilization of RME and any problems that may arise. Will perform second checks of MST instrument set validation, for that tour of duty or day, per VA Directive.
  • Assigns/monitors the Medical Supply Technicians as they complete, document, and maintain records for out-of-date monitors, cleaning schedules, nonbiological implants monitors, verify sterilization monitors for SPS, etc.
  • Assist with Standard Operating Procedures (SOP) enforcement, management and review, and provide on spot checks and education to staff as needed.
  • Performs all other duties as assigned.
Work Schedule: 10:30pm - 7:00am, Monday - Friday

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part.
  • Experience and/or Education
    • Experience: Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; OR
    • Education: One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman; and operating room and surgical technician courses or other courses related to the position; OR
    • Experience/Education Combination: Equivalent combination of experience and education are qualifying for entry level which both education and experience are acceptable.
Grade Determinations: In addition to the basic requirements listed above, the candidate must also meet the grade specific requirements.

Lead Medical Supply Technician (Sterile Processing), GS-7
Experience: One year of experience equivalent to the next lower grade level (GS-6). Examples of GS-6 experience includes:
  • Receiving contaminated critical and semi-critical RME in the decontamination area and may receive noncritical equipment in the decontamination area as well.
  • Disassembles the RME and determines the correct cleaning method, such as but not limited to ultrasonic cleaners, mechanical washers, cart washers and chemical cleaning/decontamination agents, as determined by manufacturer instructions.
  • Inspects, assembles and determines the correct method and packaging for sterilization such as but not limited to steam, Sterrad, Steris, ETO, and high level disinfecting scop reprocessors.
  • Performs and documents daily operational checks and records for all sterilization equipment.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate the following KSAs:
  • Ability to instruct staff on the correct procedures and protocols for completing assignments.
  • Skill in communicating with staff to ensure compliance with written directives, rules and regulations.
  • Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
  • Knowledge of sterility principles in order to instruct staff on decontamination procedures.
  • Ability to lead individuals, manage priorities, and schedule work assignments.
Assignment: The Lead MST works in support of the Sterile Processing Service (SPS) management team. Distributes and priorities workload among employees in accordance with established workflow and/or job specializations. Assures an even workflow and distribution of the workload. Revises work schedules to meet anticipated and unanticipated changes in the workload. Assigns work to staff based on experience and training needs. Monitors and reports on the status of work. Ensures SOPs and SPS mandates are followed during the performance of workflow. Reviews work in progress or spot checks work not requiring review to ensure completed work meets supervisors' instructions on such things as work sequence, procedures, methods, and deadlines. Assesses the quality and quantity of work by reviewing the cleaning, reprocessing, and distribution of technical medical equipment, material and instrumentation. Provides information to management officials concerning performance issues, assignment changes and task completion. Instructs employees on work-related activities, policies, procedures and goals.

The full performance level of this vacancy is GS-6. The actual grade at which an applicant may be selected for this vacancy is GS-7.

Physical Requirements: The work requires regular and recurring physical exertion such as standing for prolonged periods of time, carrying medical supply items weighing up to 50 pounds, frequent bending and stretching/reaching, and pushing fully loaded medical supply carts weighing as much as 750 pounds which must be negotiated up inclines and over rises, or positioning them on sterilizer track rails. The work requires dexterity in such tasks as inserting small rods into needle openings or precisely aligning component parts while reassembling medical equipment. Tension and stress are induced by the critical nature of producing work results critical to patient care on pre-established time frames and in emergency situations. Workdays can be lengthened without notice by emergency surgery instrumentation needs.
