Summary

About the Position: You will serve as lead ranger and senior advisor to the Operations Project Manager (OPM) on all recreational/resource management issues. Lead the development and execution of project programs which are divided into four functional areas: recreation management, natural resources management, visitor assistance and interpretation. You will coordinate the work of other Rangers assigned to the functional areas.

Duties

  • Prepare consolidated program documents for review by Operations Project Manager (OPM)
  • Prepare concept plans for needed recreation facility rehabilitation, additions and new construction.
  • Serve as an Ordering Officer to make over-the-counter purchases or telephone orders, within approved limits, using the Government purchase card.
  • Coordinate work with other Federal agencies, local volunteers, and interested/affected state, local and county government officials to obtain cooperation in accomplishing program goals.
  • Prepare or coordinate the preparation of environmental assessments or impact statements.
  • Ensure that contract billings are verified, and incidents of deficient work are documented and reported to the Operations Project Manager (OPM).
  • Attend inter-agency and public meetings related to Corps activities and problems common to the involved participants to resolve problems of land utilization, recreation, maintenance and development.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
  • This position requires the incumbent to complete the required initial training to obtain and maintain a Government Purchase Card (GPC) within 12 months of being appointed.

In order to qualify, you must meet the experience or educational requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes leading and mentoring others AND two (2) of the following: a)Administering the conservation/use of natural resources; b) Implementing plans for the construction/improvement of facilities; c) Developing/administering service/minor construction contracts.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education with major study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages
