Duties
Major duties include, but are not limited to:
- Lead a minimum of 6.0 full time employees of the Transportation Service.
- Position will review invoices prior to processing and audit invoices paid for accurate payment.
- Process Beneficiary Travel claims, Batch Reporting, Beneficiary Travel Reviewing Batch, Scheduling Special Mode Transportation, log in to Special Mode Travel VetRide to access scheduling application.
- Maintains a current knowledge of all phases of Beneficiary Travel Transportation Assistant job duties such Airline Ticket Purchasing and Scheduling, Fraud Research and Prevention, Ambulance Billing, Process for completing baggage/parking lot/per diem claim, Process for releasing personal funds (patient funds).
- Incumbent balances workload among employees in accordance with established workload and job specification.
- Ensures timely accomplishment of the assigned work load and that each employee has enough available work.
- Keeps in touch with the status and progress of works and makes day-to-day adjustments in accordance with established priorities.
- Advises supervisor on problems that may arise, such as backlogs that cannot be disposed of promptly, abandoned phone call rate increase, and other issues in the Beneficiary Travel office that may affect the efficiency of productivity, Veterans Transport Scheduling, Shuttle issues with efficiency and/or accuracy, maintenance of vehicles, and other drive issues that may arise.
- Maintains records of work accomplishments and time expended and prepares production reports when requested.
- Audits beneficiary travel payments for appropriate determination of benefit eligibility, accuracy of payment amount and method of payment, potential fraudulence.
- Follow up to correct errors and inconsistencies, processes bill(s) of collection and reports findings to supervisor.
- Monitors beneficiary payment processing procedures and expenditures using beneficiary travel dashboard reports and data analytic tools.
- Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.
- Provides the customer with consistent information per established policies and procedures.
- Handles conflict and problems in dealing with the customer constructively and appropriately.
- Engage in thorough troubleshooting of Motor Transport Vehicles to identify future safety violations and or vehicle dead lining faults to include, but not limited to, checking lubrications, checking for oil leaks, hose leaks, water leaks, air filter, tire pressure, lights, batteries and keeping the vehicle clean both inside and outside of vehicle.
- Work with an automated transportation manifest (VETRI DE a GPS type device that is loaded on the vehicle) identifying the number of passengers will be recorded daily.
- Educate Motor Vehicle Operators drivers on regulations and responsibilities associated with the use of a government vehicle.
- Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
- Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service performing the work as a Lead Beneficiary Travel Clerk. Which includes facilitating entitlements related to employee temporary duty travel (TDY); determines, verifies and explains to employees, entitlements and procedures related to temporary duty travel (TDY), to include donated and foreign travel; prepares cost estimates on potential temporary duty travel, prepares travel authorities and expense reports from travel requests for all employee travel; establishes and maintains travel obligations covering employee travel. As well as conducting travel eligibility interviews, collection, compilation, research and tracking of financial and demographic information to support VA programs, issuing work assignments, auditing claims for accurateness, and assisting the supervisors with gathering information for higher level audits.

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities.
