Duties

The Legal Administrative Specialist (LAS) in the Office of the General Counsel (OGC), is primarily responsible for maintaining a wide-ranging legislative information service, compiling and maintaining legislative histories, and professional cataloging and classification of the law library collection and reference systems. The LAS is also responsible for the administration, maintenance, and development of OGC’s SharePoint sites related to updates in legislative and Commission related activities; information collection and organization; and workflow processing, efficiency, and effectiveness. The LAS coordinates the training and use of interrelated filing systems designed to maximize information retrieval.

Qualifications

In order to qualify for this position, you must meet the basic education OR specialized experience requirements (or a qualifying combination thereof) as described below.  

GG-0901-7 Qualification Requirements:

Specialized Experience:
At least one year of specialized experience equivalent to the GG-5 grade level. Specialized experience at this level is defined as academic background and/or professional experience developing and/or maintaining complex interrelated filing systems. Basic understanding of legislative, congressional, or Commission related activities and processes sufficient to adequately track activities and update reports. Ability to use technology to create office workflow efficiencies and organization of materials from multiple sources.

OR

Education: 1 full year of graduate level education OR successful completion of a full 4-year course of study in any field leading to a bachelor's degree with Superior Academic Achievement (S.A.A.)*.  Graduate education field of study must be related to this position and must demonstrate the knowledge, skills, and abilities necessary to do the work.

*Superior Academic Achievement (S.A.A.) is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision based on completed courses.
  2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
    • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  1. Election to membership in a national scholastic honor society-- Applicants can be considered eligible based on membership in one of the national scholastic honor societies as outlined in OPM Qualification Standards.

GG-0901-9 Qualification Requirements:

Specialized Experience:

At least one year of specialized experience equivalent to the GG-7 grade level. Specialized experience at this level is defined as specific experience that demonstrates understanding of or ability to track and monitor progress on activities and projects. Understanding of legislative, congressional, and/or Commission related activities related to the NRC’s policies, programs, and initiatives sufficient to develop interrelated filing systems. Experience using technology (Microsoft Suite) to create office workflow efficiencies and organization of complex materials from multiple sources.  Demonstrated knowledge of information collection practices (including storage, maintenance, and retrieval) and workflow processing procedures.

OR

Education: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Graduate education field of study must be related to this position and must demonstrate the knowledge, skills, and abilities necessary to do the work.


The ideal candidate will be able to demonstrate the following:

  • Demonstrates your knowledge of and ability to use technology to create and maintain systems to track and organize legislative information, legislative activities, congressional activities, and/or Commission related activities. Provide specific examples in your use of Microsoft applications (e.g., SharePoint, Power BI, Lists Excel, etc.) to create and maintain information in an organized and effective manner.
  • Demonstrate the methods you use to research, gather, and analyze facts, data and other information to study and resolve a program related problem or issue. Provide specific examples of instances where your analysis of facts, data, or other information specifically contributed to successful resolution of a program related issue or problem.
  • Demonstrate your ability to communicate in a clear, concise, and logical manner. Describe the kinds of oral presentations (formal or informal) you have made and the types of original writing you have generated including the purpose and audience of your oral presentations and written communications.

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a 5 days per pay period. If selected, telework will be determined in accordance with Agency policy.
