Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.

Duties

The Licensed Professional Mental Health Counselor (LPMHC) - Workplace Violence Prevention Program Program Manager (WVPPPM) is responsible for the administrative aspects of the Workplace Violence Prevention Program at the Huntington VA Medical Center, including the Disruptive Behavior Committee (DBC), Employee Threat Assessment Team (ETAT), Prevention and Management of Disruptive Behavior (PMDB) Program, Disruptive Behavior Reporting System (DBRS), and the Workplace Behavioral Risk Assessment (WBRA).Major Duties include but may not be limited to the following:

Coordinate all aspects of the Workplace Violence Prevention Program for HWWVAMC:
  • Lead a facility-based interdisciplinary body.
  • Co-chair, Disruptive Behavior Committee (DBC)
  • Oversees the day-to-day business of the committee, including producing the agenda, minutes, and follow up actions for all decisions or business items at the bimonthly committee meeting.
  • Provides quarterly reports to the Quality and Patient Safety Council.
  • Oversees, reviews, and conducts individualized, evidence-based, data-driven violence risk and threat assessments to determine the likelihood that a patient's disruptive behavior or a visitor's disruptive behavior will undermine safety in the HWWVAMC
  • Forward violence risk mitigation strategy recommendations and therapeutic limit setting actions to the facility's COS to promote the delivery of safe and effective healthcare.
  • Provide consultation to practitioners and staff working with patients who demonstrate disruptive behaviors or who pose a significant risk of disruptive behavior with the goal of assisting the patient and ensuring that he/she continues to receive available health care while reducing the risk of disruptive or violent behavior to others.
  • Manages flagging systems for identifying potentially violent or dangerous patients, including reviewing and maintaining a record of all behavioral patient flags.
  • Participates in monthly DBC Community of Practice and Violence Risk Assessment conference calls provided by the National Workplace Violence Prevention Program.
  • Responsible for the education, training, implementation of local and national policies, Directives, and Regulatory Requirements pertaining to disruptive behavior
  • Co-chair, Employee Threat Assessment TEAM (ETAT)
  • Lead a team of representatives from the Local Bargaining unit, Executive Office, Human Resources, Behavioral Health Professionals, VA Police, Safety Office, and Regional Counsel.
  • Oversees the business of the ETAT, including producing, reviewing, and approving behavioral threat assessments and follow up actions for all decisions or business items at the regularly scheduled ETAT meeting.
  • Provides quarterly reports to the Governing Council on trends, process and facility level safety concerns and recommendations
  • Conducts, oversees, and reviews individualized, evidence-based, data-driven violence risk and behavioral threat assessments to determine the likelihood that an employee's disruptive behavior will undermine the culture of safety in the HWWVAMC.
  • Generates Case Status for the Executive Office that include a summary of actions taken by ETAT and a statement of finding regarding whether the reported behavior poses a threat to any individuals and/or the workplace, a list of recommendations to mitigate the risk, and information on reasonably foreseeable circumstances that would raise or lower the current level of assessed risk
  • Oversees PMDB program and ensures program is meeting identified training needs for VAMC.
  • Coordinates PMDB training.
  • Collaborates with leadership to ensure facility policies are compliant with The Joint Commission, Office of Inspector General, and OSHA requirements regarding workplace violence prevention training iv. Serves as a PMDB Certified Trainer.
  • Serve as Team Leader for the completion of the annual Workplace Behavioral Risk Assessment (WBRA)
  • The WBRA enables facilities to make informed, supportable decisions regarding the level of PMDB training needs to sustain a culture of safety in the workplace.
  • Collaborates with VA Police, Patient Safety Officer, and Labor Partners to complete annual WBRA
  • Serves as a Facility Administrator for the Disruptive Behavior Reporting System (DBRS)
  • Maintains accurate access to necessary DBRS functions for relevant personnel and DBRS users.
  • Manages events received to ensure they are reviewed and managed accordingly by DBC and/or ETAT

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Hold a master's or doctoral degree in one of the following:
    • Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or
    • a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/.
NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
  • Licensure. Must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
  • English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j.
  • Grandfather Provision: An LPMHC employed in VHA on the effective date of the qualification standard (4/3/2018) who did not meet all the basic requirements in this standard may not be promoted beyond the full performance level (GS-11) or be newly placed in supervisory or managerial positions until meeting the full qualification requirements

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

GS-13 - Licensed Professional Mental Health Counselor (Program Manager),
In addition to meeting the basic requirements, to qualify for the GS-13 you must possess 1 year of progressively complex LPMHC experience equivalent to the GS-12 grade which demonstrates the following Knowledge, Skills, and Abilities. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
  1. Advanced knowledge of and mastery of theories and modalities used in the specialized treatment of complex mental illness. Ability to incorporate complex multiple causation in differential diagnosis and treatment of veteran patients, including making psychosocial and psychiatric diagnoses within approved clinical privileges or scope of practice. Ability to determine priority of services needed and provide specialized treatment.
  2. Advanced and expert skill in a range of specialized interventions and treatment modalities for Veterans with complex needs. This includes individual, group, and/or family counseling, or psychotherapy and advanced level psychosocial, and/or case management interventions used in the treatment of Veterans.
  3. Ability to coordinate the delivery of specialized psychosocial services and programs. Ability to design system changes based on data.
  4. Ability to provide subject matter consultation to colleagues and trainees on the psychosocial treatment of patients, rendering professional opinions based on experience, expertise and role modeling effective clinical skills.
  5. Ability to teach, mentor staff and trainees, and provide supervision for licensure or for specialty certifications.
  6. Ability to engage in written and oral communication with leadership/staff and community stakeholders regarding policies, procedures, practice guidelines, and issues pertaining to the practice of the profession.
  7. Ability to make judgments and decisions associated with program management.
  8. Ability to monitor program outcomes using data driven quality assurance process.
  9. Ability to develop productivity standards appropriate to each service provided.
  10. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.

The full performance level of this vacancy is GS-13.

Physical Requirements:
Majority of work is completed in an office setting. The work of this position of primarily sedentary with occasional walking of short distances. No heavy lifting required. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete a physical as a part of the pre-employment process.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
