Summary

The VA Cheyenne Health Care System is hiring for one Licensed Professional Mental Health Counselor (Program Coordinator) for the Mental Health Services, for their Loveland VA Clinic.

Duties

List the major duties and responsibilities of the position.

  • The incumbent serves as the subject matter expert (SME) to the MHSL on recovery and implementation of recovery-oriented services.
  • In conjunction with the Associate Chief of Staff (ACOS) MHSL, the incumbent develops a plan for the facility that outlines implementation of recovery-oriented services.
  • The incumbent develops an ongoing education plan for providers - includes, but is not limited to; recurrent didactic presentations about elements of recovery (e.g., recovery plans) and recovery implementation by experts; recurrent presentations by recovering individuals, especially Veterans; information about community mental health support groups and other resources and how to make referrals; information about VA and national recovery materials and resources and how to access these; information about VA sponsored trainings and education on recovery (e.g., how to communicate recovery to patients and families); availability of recovery posters and brochures; training on cultural competency; and development and coordination of local recovery training as needed.
  • The incumbent develops an ongoing education plan for Veterans and families, which includes, but is not limited to recurrent didactic presentations about recovery by experts; recurrent presentations by recovering individuals, especially Veterans; information about VA and community mental health support groups and other resources; and information about how to become involved in improving mental health care for Veterans through the Consumer Council.
  • The incumbent serves as consultant to Mental Health programs and recovering Veterans in consumer counseling and consumer operated services, as per local needs and resources. When available, community resources should be utilized.
  • The incumbent is responsible for coordinating the evaluation of recovery implementation at the facility and reporting results to the National points of contact. With guidance from National directives, the LRC will implement measures to assess recovery policy and procedure adherence, as well as assess the extent that the recovery model is embodied in the MH programs.
  • The incumbent is also expected to spend time engaged in direct clinical services providing recovery-oriented care to seriously mentally ill Veterans for no more than 25% of the appointed tour of duty. Direct clinical services will be focused in the areas of inpatient and outpatient services, including, PCT, ICMHR, Addiction services, etc.
  • The incumbent provides outreach to Veterans with SMI identified by the Serious Mental Illness Treatment Resource and Evaluation Center (SMITREC) as being lost to VA care for over 1 year, including facilitation of the Veteran's return to care pursuant to the Veteran request.
  • The incumbent is responsible for promoting, developing, and maintaining a Veterans/Family Advisory Council aimed at empowering Veterans with mental illness. LRC will serve as the MH Liaison to this Council.
  • Serves as Facility Point of Contact for NAMI Family to Family Education Program (if applicable).
  • Provides crisis intervention when indicated including timely assessment of at-risk Veterans in crisis to identify immediate needs, evaluate risk, and initiate safety plan as appropriate.
  • Serves on Interdisciplinary Treatment Team(s).
  • Is required to maintain active BLS certification.
  • The incumbent will attend Mental Health staff meetings and any other mandatory meetings regularly.
  • Performs other related duties as assigned.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Education - Master's or doctoral degree in one of the following:
  • Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; OR
  • A related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/.
NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the Licensed Professional Mental Health Counselor (LPMHC) qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.

Licensure - Must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade.

Licensed Professional Mental Health Counselor (Program Coordinator), GS-12

Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.

Assignments. LPMHC Program Coordinators are administratively responsible for a clinical program and provide treatment to patients in a major specialty. They manage the daily operations of the program, develop policies and procedures, and prepare reports and statistics for facility, VISN, and national use. They may supervise unlicensed graduate LPMHCs and may administratively manage any employees assigned to their program.

Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below:
  • In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program.
  • Ability to make key decisions in the hiring and identification of top candidates.
  • Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges.
  • Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team.

The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-12.

Physical Requirements: Typically, the employee sits comfortably indoors to do the work. This position requires potentially long periods of continued walking; standing; sitting, bending; carrying of light items such as papers, books, small parts; or driving an automobile; etc. Use of fingers, both hands required, ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16", hearing (aid permitted), clear distinctive speech.
