Summary

The Licensed Professional Mental Health Counselor (LPMHC) provides outpatient mental health services Mental Health (MH) services to the Veteran population enrolled at the VA Maine Healthcare System, located in the MH Residential Rehabilitation Treatment Program (RRTP). at our Togus, ME campus. This position is a full-time 40 hours per week.

Duties

The Licensed Professional Mental Health Counselor (LPMHC) functions within mental health as a substance use disorder (SUD) mental health therapist.

Major duties include but are not limited to:

  • Uses a high level of skill in assessing and treating the complicated psychosocial problems of Veterans referred to the Behavioral Health Clinic.
  • Completes thorough psychosocial assessments as part of the consult process when the Veteran is initially referred to the MH RRTP. The goal of the assessment is to highlight the Veteran's strengths, limitations, risk factors and internal/external supports and service needs in order to optimize the Veteran's functional status and recovery. Other clinical services include group and individual counseling, participation in interdisciplinary team meetings, and case consultation.
  • Utilizes a high level of skill and expertise to establish and maintain effective therapeutic relationships with Veterans in SATS. The incumbent works independently with Veterans who are experiencing a wide range of concerns related to substance use disorders, which can be complicated by medical, psychiatric, emotional, behavioral, and psychosocial problems.
  • Completes treatment planning in collaboration with the Veteran and collaterals to assure a Veteran- centered plan with achievable goals.
  • Possess a working knowledge and experience in Substance Use Disorders, medical and mental health diagnoses, disabilities, and treatment procedures.
  • Possess knowledge and ability to independently implement treatment modalities, provide counseling and/or supportive groups for Veterans and families within the scope of their licensure.
  • Maintains general knowledge of Veteran's benefits and services, community resources, and process for making appropriate referrals to community and other governmental programs or agencies. When appropriate and feasible, the incumbent will educate and encourage the Veteran to advocate on his/her own behalf, thus fostering a sense of independence and empowerment.
  • Provides consultation to other treatment team and staff members regarding psychosocial needs of Veterans and/or their families and the impact of the identified psychosocial problems on the Veteran's health care planning, compliance with treatment, and discharge planning.
  • Possess and demonstrate ability to communicate effectively, both orally and in writing with people from varied backgrounds.
  • Assures timely and accurate documentation, using appropriate notes and templates as defined within the behavioral health care line.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Education - Master's or doctoral degree in one of the following:
  • Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; OR
  • A related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/.
NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the Licensed Professional Mental Health Counselor (LPMHC) qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.

Licensure - Must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: Applicants pending the completion of the licensure requirement may be selected (GS-09 only) and given up to a three-year temporary appointment.

GS-09 LPMHC (Entry Level) Requirements: Along with meeting the basic education requirements for this position you must demonstrate the following Knowledge, Skills and Abilities:
  1. Ability to engage in intake and assessment, problem identification, diagnosis, treatment planning and implementation, continuum of care, evaluation and follow-up.
  2. Knowledge of current Diagnostic and Statistical Manual (DSM) of Mental Disorders in formulation of treatment goals and application of appropriate clinical interventions using professional counseling practices.
  3. Basic knowledge of professional counseling practice with emphasis on human development principles through cognitive, affective, behavioral or systemic interventions, and strategies that address high risk behaviors, wellness, personal growth, and career development across the life span.
  4. Ability to use a wide variety of individual, group, or family counseling interventions.
  5. Ability to serve on an interdisciplinary team with focus on the intrapersonal, interpersonal, and relational functioning of individuals, groups and families and on the counseling approaches, strategies, and techniques that will best help patients function effectively.
  6. Basic skill in the use of computer software applications for drafting documents, data management, maintaining accurate, timely and thorough clinical documentation and delivery of services, such as Telehealth.
  7. Ability to learn and utilize software programs in use by VHA.
  8. Knowledge and understanding of existing relevant statutes, case laws, ethical codes, and regulations affecting professional practice of counseling.
  9. Ability to communicate effectively, both orally and in writing, with people from varied backgrounds.
GS-11 LPMHC (Full Performance Level) Requirements: In addition to meeting the basic requirements, to qualify for the GS-11 you must have at least one year of post-master's or post- doctoral degree mental health counseling experience (VA or non-VA experience)and must be licensed to practice at the independent practice level that demonstrates the following Knowledge, Skills and Abilities:
  1. Ability to engage in intake and assessment, problem identification, diagnosis, treatment planning and implementation, continuum of care, evaluation and follow-up.
  2. Knowledge of current Diagnostic and Statistical Manual (DSM) of Mental Disorders in formulation of treatment goals and application of appropriate clinical interventions using professional counseling practices.
  3. Basic knowledge of professional counseling practice with emphasis on human development principles through cognitive, affective, behavioral or systemic interventions, and strategies that address high risk behaviors, wellness, personal growth, and career development across the life span.

  10. Ability to make professional evaluations, decisions, and recommendation for treatment planning and implementation.
  11. Advanced knowledge and mastery of the fundamentals of the counseling process which includes defining patient/family problems and maintaining an effective counseling relationship.
  12. Ability to provide subject matter consultation to colleagues and trainees on the counseling process within various specialty areas, build on the foundation of competence through regular meetings and discussions to explain assignments, review progress of cases and confer about the counseling perspectives and orientation.
  13. Ability to provide complex crisis intervention and stabilization to patients who are in psychological distress. Requires independent judgment and skill.
  14. Ability to establish goals/treatment through a collaborative process with the patient utilizing advanced counseling skills, including evidenced- based practices, screening, and psychosocial assessment.
  15. Ability to use a wide variety of individual, group, or family counseling interventions.
  16. Ability to fully utilize the current DSM in making diagnoses and formulation of treatment goals and application of appropriate clinical intervention using professional counseling practices.
  17. Ability to develop and facilitate psychotherapy and psycho- education groups that include life skills, family support, and community integration. This may include evidence-based psychotherapy.

The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-9 to GS-11.

** Physical Requirements: LPMHC/PMHC services are largely conducted at the facility. The work is generally sedentary. Simple grasping and fine manipulation is required when using a keyboard to access a computer.

The employee may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations at VA facility. Employee will use equipment and supplies appropriately and maintain a safe, orderly work area. Demonstrates infection control practices for disease prevention (i.e. hand washing, universal precautions/isolation procedures, etc.) as required.

The employee may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The employee must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
