Summary

All hourly jobs are considered as open for bid on a continuous basis. Any BPA employee on a competitive career or career-conditional appointment may, at any time, submit an application for permanent promotions, reassignments, or change of duty stations. In order to assure all interested employees are considered, candidates are solicited annually through a Continuous Vacancy Announcement - Hourly Jobs (Bid List) identifying those jobs and duty locations, for which they wish to be considered.

Duties

As a Lineman Foreman III (live line), you will:

Supervisory Responsibilities

  • Assign Duties. Plan and schedule daily work assignments to insure maximum use of resources and achievement of priority work within guidelines established by their supervisor. Explain overall nature of work to be performed and each employee's part in it. Direct performance of projects and delegates jobs to subordinates.
  • Maintain Discipline. Lead, influence, and maintain discipline of subordinate employees. Insure compliance with regulations, procedures, and working rules.
  • Enforce Safety Rules. Instruct crew in proper work and safety practices, and enforces safety regulations and safe work practices. Investigate all accidents involving subordinates. Complete required accident reports promptly.
  • Review and Inspect Work. Responsible for completing the assigned jobs properly and effectively, reviewing and inspecting the work of subordinates. Inform supervisor of conditions found and work performed.
  • Responsible for Quantity and Quality of Specific Tasks. Responsible and accountable to the supervisor for the satisfactory and timely completion of all specific tasks involved in the work performed. Discuss problems and possible work improvements with crew. Take necessary corrective action to insure accomplishment of the workload by revision of methods, changing assignments or use of equipment and material.

Planning and Scheduling

  • Short-Range Planning and Scheduling. Plan and schedule work to be done from assignments given by supervisor on a short-term basis, or as otherwise centrally determined. This involves work to be performed on a monthly program developed by supervisor. Determine and revise personnel, material and equipment requirements and methods. Approve leave and time reports.
  • Long-Range Planning and Scheduling. Plan and schedule work to be performed on a yearly basis, directing the overall performance of all tests and inspections, resolving the more difficult problems, and determining remedial action. Make decisions on questions and problems that arise, making long-range plans based on knowledge of system operating conditions, and transmission line equipment history. Make estimates of manpower and dollar requirements for particular jobs. Maintain spare parts and other materials to be used on various jobs in accordance with appliable standards and makes recommendations on the type and number to be stocked, considering past experience and future maintenance plans. Develop methods and procedures for layout and assignment of maintenance work.
  • Scheduling of Crews and Activities. Responsible for the overall coordination to see that the different crafts, such as operating engineers, teamsters, etc., working together, perform the total job in a proper and efficient manner.

Administrative

  • Review Employees' Performance and Recommend Personnel Actions. Evaluate employees' performance and takes action as needed to improve skills, increase job satisfaction, improve conduct, resolve employee problems and develop team spirit. Recommend personnel actions and official commendations to their supervisor..
  • Identify, Plan, and Implement Training. Determine what orientation, instruction, and training members of the crew, including assigned Apprentices, need in proper work and safety practices and provides that instruction. Plan for development of individual crew members, the group spirit, and job satisfaction.
  • Reports and Records. Prepare and forward required documents relating to time, leave, per diem, work progress, materials, field purchases, and equipment. Report problems relating to work, materials, safety, or personnel to the supervisor when these are of a nature requiring action by higher authority or referral to other offices of the Administration. Report all accidents immediately and directly to the supervisor. Account for all tools and equipment in custody.

Conditions of Employment

  • When you apply you will be asked a series of questions to determine your eligibility for employment and your qualification for this position specifically. You must answer all of these questions completely and truthfully.
  • Apprentices in the last year of the program are encouraged to submit an application to indicate duty locations for which they want to be considered for permanent placement.
  • Position is subject to initial pre-employment Drug Testing and random drug testing thereafter.
  • First time supervisors will be required to serve a 1 year probationary period.
  • This position requires a pre-employment medical exam, at BPA expense, prior to appointment due to the physical requirements of the position.
  • After employment, this position may be subject to periodic physical examinations, as prescribed by competent medical authority and at BPA expense, if exposed to health hazards.
  • Become familiar with and follow the safety practices of the BPA Accident Prevention Manual.
  • Possess valid First Aid Card, CPR Card, and an electrical worker's permit or obtain within 30 days after appointment.
  • Possess valid commercial driver's license (CDL) with all endorsements that are required to operate TLM equipment from state of residence. Traffic citations indicating poor driving habits may disqualify applicants.
  • Subject to call for emergency work at any time.
  • Obtain certification on the equipment associated with line maintenance if assigned to use or operate
  • Operate motor vehicles and equipment normally used in line maintenance and construction.
  • Obtain certification as a flag person.
  • As part of the job requirements, the Lineman Foreman III shall be required to apply restricted use pesticides and, at the discretion of the Manager, may be required to obtain a pesticide applicators' permit.
  • The Administration shall provide the necessary training for such a permit.
  • Become certified to take a clearance within 30 days after reporting for duty.
  • Occasionally, fly in helicopter or fixed wing aircraft in the performance of assigned duties.
  • Obtain and maintain live-line bare hand certification.

The screen-out element for this position is: the ability to lead or supervise to accomplish works and trades in planning the safe performance of construction, emergency restoration, and maintenance work (including hot line maintenance) on either wood pole or steel tower lines including excavations and footings, framing and erecting towers and poles, installation dead end and suspension insulators and hardware, stringing single or multi conductors and fiber optics cables, splicing, sagging, installation of conductor accessories and clipping conductor. Failure to meet this Screen out Element will result in an ineligible rating.In addition to the screen-out element you will be evaluated on the following Job Elements through your resume and responses to the on-line assessment questionnaire:

WORKING CONDITIONS:

  • May climb wood and steel structures near energized equipment for purposes of observing work progress and/or instructing, but usually for shorter periods of time than the journeyman and will not normally work with tools of the trade expect as permitted by the collective bargaining agreement and except as necessary to comply with applicable regulations, policies, or established standards to maintain their live-line qualifications.
  • The work environment will occasionally include high noise levels and/or exposure to hazardous substances (i.e., solvents, PCB's, chemicals, etc.) that could, if precautions are not followed, pose a health risk.
  • Approved respiratory and safety equipment shall be worn when hazardous substances are being handled.
  • Emergencies, critical system conditions, or outage limitations may require that work be at night and/or under time restraints.
  • System priorities may require extended periods of overtime including working weekends.

Semi-Annual Rating/Ranking:

Semi-annual rating/ranking will be conducted in January and July for the following craft positions:

  • Electrician Foreman I, II, and III (Maintenance and Construction)
  • Lineman Foreman I and III
  • Chief Substation Operator III

NOTE:Applications for the above positions must be received by no later than 11:59 p.m. (EST) December 31, 2024 to be included in the January 2025 semi-annual rating/ranking process. Bid applications received between January 1, 2024 and June 30, 2024 will be rated/ranked by subject matter expert (SME) panel during the July 2024 semi-annual rating/ranking period.

Bid Applications submitted for positions not included in the semi-annual rating/ranking schedule will be rated/ ranked by SME panel only after a manager's request to fill the position is received in BPA's HR Service Center, Recruitment and Placement workgroup, HA-1.

Applications that are rated/ranked must receive a rating of "best qualified" (transmuted score of 80, or higher) to be referred for hiring consideration. Those who received a "best qualified" rating will retain this ranking for up to five (5) years from the date of rating. Applicants must submit a new annual bid list application each year during the 5-year rating period to receive consideration for each year.
