Duties

  • Independently schedules day-to-day maintenance and repair work; participates in short- and long-term preventative maintenance; and repair/replacement planning.
  • Performs the most complex troubleshooting, diagnostic maintenance inspection, and repair work.
  • Provides technical direction to other lower-graded personnel assigned to assist in the accomplishment of repair and maintenance work.
  • Makes repairs to electrical/electronic/mechanical/hydraulic/pneumatic equipment as well as a full range of hand tools and power tools relevant to each of these specialty areas.
  • Installs new equipment systems or subsystems to replace faulty or worn items.
  • Fabricates parts; substitutes or makes component modifications; and takes other action, as necessary, to minimize down-time.
  • Maintains records documenting maintenance and repair work to include the preparation of field schematic drawings of equipment and systems as required.
  • Inspects, builds, troubleshoots, and/or disassembles electric motors, gasoline and diesel engines of the equipment at the installation, such as electric carts, pumps, generators, compressors, outboard boat motors, lawn and snow removal equipment.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the completion of a pre-employment physical examination.
  • This position meets the criteria for random drug testing under the Department of the Army Drug-Free Federal Workplace Program as supplemented by USACE pamphlet 600 1-3.
  • Incumbent may be required to have an American Red Cross Standard First Aid card, CPR, and/or AED in good standing and/or wear a prescribed uniform based on side specific requirements.
  • This position requires lifting of at least 50lbs.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.
  • Employees are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
  • Subject to both planned and unscheduled overtime.
  • Incumbent may be subject to a probationary period.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is with the St. Paul District. The position entails inspections, test operations, preventative maintenance, and emergency repair and replacement of a wide variety of electrical, hydraulics, and mechanically interrelated/interlocking facility equipment and controls.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications: Ability to do the work of a Lock and Dam Equipment Mechanic without more than normal supervision. Experience with industrial equipment assembly, maintenance, and repair and the ability to troubleshoot, diagnose, and repair the electrical, electronic, or mechanical aspects of such equipment. Ability to interpret building plans, electrical and mechanical drawings including schematic, blue prints, and interconnect diagrams. Experience with analog and digital control systems with attention to logic-based circuits, interlock circuits, and solid-state PLCs and the ability to use and maintain hand tools and equipment. - Failure to meet this Screen Out Element will result in an ineligible rating.

  • Physical effort: Work requires frequent standing, stooping, stretching, climbing, and crouching. Lifts and carries items weighing up to 50 pounds. Uses coordination of eyes, hands and feet, and also of legs and body in installing, repairing, or testing equipment in confined areas such as manholes. Climbs ladders and poles.
  • Working Conditions: Work is performed inside and outside during the day and at night, as required by emergencies, on high structures over water that is frequently turbulent, in the proximity of moving machinery and high tension electrical wires, and on scaffolds or slings. Occasionally, works behind bulkhead or in tunnels below water level. Is subject to falls, drowning, electrical shocks, injury and discomfort, exposure to moving equipment, machinery, loud noises, inclement weather, and dangerous icy conditions. Uses safety equipment such as life vest, protective hearing devices, hard hat, hard-toe shoes, respirators, and protective clothing.
