Qualifications
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance And Operations Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is ability to do the work of a WG-4749 MAINTENANCE MECHANIC more than normal without supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of accepted surface preparation and coating methods and techniques including special finishing techniques; and paints and thinning additives.; and skill in reading and applying directions that relate to the mixture, use, and application of various kinds of coating materials, solvents, and precoating agents; and tinting, toning, matching, and blending coating materials.
2. Knowledge of electrical theory such as alternating and direct current flow, conductance, resistance, capacitance, inductance, ohms law, and phasing; of wire color codes, symbols, layout sheets, wiring diagrams, schematics, technical orders, manufacturer's specifications; and of mechanical theory; and pneumatic and hydraulic principles.
3. Skill to disassemble, repair, reassemble, and test electrical equipment; and in making mechanical repairs and adjustments such as replacing springs, bearings, brushes, gears, cams, clutches, and adjusting belts, gears, brakes, clutches, or related parts; and skill in the set-up and operation of computer controlled automatic test equipment (ATC), and other specialized test equipment to perform pretest and final checkout of electrical equipment.
4. Knowledge of safety and security regulations, practices, and procedures; and ability to apply current Federal, state, local, and Air Force regulations pertaining to hazardous waste management.
5. Ability to use and maintain tools and equipment related to painting and electrical equipment repair work.
Physical Effort
Uses hand and power tools and equipment that may require standing and holding tools in uncomfortable positions for extended periods. On-site work typically requires crawling, climbing on ladders, scaffolds, and rooftops. The employee prepares and coats surfaces from ladders, scaffolds, and platforms, and in situations where the surfaces to be coated are in cramped and hard-to-reach places. The work may be at extreme heights (such as water towers or tall buildings). The employee will be subject to crawling, bending, and standing in various tiring and straining positions in very tight places Requires lifting, carrying and pulling equipment weighting up to 70 lbs on a regular basis Prepares and coats surfaces from ladders, scaffolds, and platforms, and in situations where the surfaces to be coated are in cramped and hard-to-reach places The work may be at extreme heights Must be able to work in confined areas exposed to heights over 90 feet (launcher closure apron walls) using safety harness and lanyards This requires the ability to stand, stoop, bend, kneel, climb, be strapped to swing stages, and work in tight and uncomfortable positions Ability to lift, carry, and set up
materials and equipment that weigh up to 50 pounds Occasionally, may be required to handle materials and equipment that weigh 70 pounds and over.
Working Conditions
The work is done inside and outside, with dirt, spray, and fumes usually present The technician is sometimes required to prepare, treat, and finish surfaces outside in all types of weather Work is done in areas where hazardous explosives, rocket engine propellant MMH, toxic vapors, Carbon Monoxide, Hydrogen, Hydrogen Sulfide, lower explosive limit, and fluids Often extreme weather conditions with below zero temperatures, severe winds averaging 50 MPH and wind chills of -30 degrees and temperatures over 1OO degrees F Exposure to Hantavirus (a deadly rodent spread virus), dirt, grease, and various cleaning chemicals Will be often working with exposure to falls of 30 to 90 feet Will often work at heights up to 90 feet in confined areas (Launcher Closure abutment walls) Must comply with missile safety requirements and wear all required safety equipment with each task OSHA, Air Force, base and shop safety directives requires protective equipment and clothing such as safety shoes, safety glasses or sun glasses, gloves, rain gear, hard hats, coveralls, respirators and other protective gear are required, which are usually heavy and uncomfortable Must comply with TWO PERSON CONCEPT in No Lone Zones at all times Frequent exposure to the possibility of cuts and bruises, may occasionally be exposed to the
possibility of broken bones Subject to expanded shifts, directed job delays/stoppages, and overnight stays.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
