Summary

You will serve as a MAINTENANCE MECHANIC with Western Fisheries Research Center located either at:

Western Fisheries Research Center- Seattle or Columbia River Research Laboratory-Cook

Cook Salary: $30.86 per hour (Step 1) to $31.63 per hour (Step 5)
Seattle Salary: $34.83 per hour (Step 1) to $40.63 per hour (Step 5)

Pay will vary based on duty location. First time hires to the Federal government normally start at the step 1 rate.

Clarification from the agency

This position is being filled under the Field Unit Local Hiring Authority and is open to U.S. citizens and nationals who meet all eligibility requirements, including permanent and exclusive residency within the defined vicinity of the field unit as described in this announcement. Under this authority, veterans' preference and traditional rating and ranking procedures do not apply.

Duties

  • Maintain accurate maintenance and equipment records by updating logs and entering data into approved systems.
  • Maintain normal day to day operations for a range of complex mechanical systems, including but no limited to: heating, ventilation and air conditioning (HVAC) systems, waste water disposal systems, emergency diesel electric generating plant, variable air volume dampers, blowers, chillers, and refrigeration systems; fans, cooling towers, boilers, salt/brackish/fresh process water system, laboratory vacuum system, pumps, motors, mechanical and electrical controlled valves, steam generation plants, low/high pressure air systems, and direct digital control building systems.
  • Perform facility operations and maintenance for all buildings and grounds which includes a wide variety of trade skills in plumbing, electrical, carpentry, painting, plastering, pipefitting, heat and air conditioning.
  • Install, modify, and repair new and existing utility, supply, and disposal systems and equipment such as sewage, water, oil, and gas distribution systems; water closets and fire sprinkler systems.
  • Operate various power and hand tools such as portable drills, clippers, joiners, shapers, sanders, power activated nail guns, combustion type saw.
  • Serve as contracting officer representative.
  • Maintain government purchase card in accordance with bureau and agency guidelines to purchase goods, services, and construction needs, and materials.
Working Conditions: The work is performed inside and outside with exposure to all kinds of weather. The work area may be dirty, wet, dusty, and greasy, with inadequate lighting, heat or ventilation. Incumbent is subject to cuts, abrasions, burns, broken bones, electrical shock, infections, bites, exposure to inhalation or harmful chemical fumes, irritation of eyes, skin and respiratory tract, and the hazards of operating power tools and equipment. Discomfort is encountered with wearing protective clothing, gloves, or eye goggles.

Qualifications:

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:

  1. Ability To Do The Work Of The Position Without More Than Normal Supervision (SCREEN OUT). Your resume should clearly demonstrate the ability to perform the work as a Maintenance Mechanic at the journeyman level.At this level, your experience should include the following:
    • The ability to provide technical recommendations for methods, tools, and materials used in these trades;
    • Plan, layout all work to be completed, and ensure proper selection of materials and manpower for the completion of projects;
    • Repairing and maintaining building systems such as laboratory ventilation and circulation systems, heating and air conditioning systems, electrical systems, and plumbing systems.
  2. Ability To Interpret Instructions, Specification, etc. (includes blueprints reading).
  3. Ability To Use and Maintain Tools and Equipment.
  4. Knowledge of Equipment Assembly, Installation Repair, etc.
  5. Knowledge of Materials.
  6. Technical Practices (theoretical precise, artistic).
  7. Use of Measuring Instruments.

Term positions do not convey permanent status in the Federal service. This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition at management's discretion.

Physical Demands: The work requires a considerable amount of standing, stooping, bending, kneeling, climbing, and working in tiring and or uncomfortable positions. The incumbent may work from ladders and scaffolding. When operating equipment, the worker may be under a great deal of strain from constant reaching, bending, turning, and moving of hands, arms, feet, legs, and by the vibration and jerking of the equipment. The incumbent carries, lifts and handles parts and equipment weighing up to 50 bounds and may occasionally exceed 50 pounds.
