TARGETED POSITIONS: This position is a developmental (e.g.: GS-07 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks)
of specialized experience at the next lower grade (GS-5), or equivalent in other pay systems. Specialized experience is experience in: gathering data, identifying significant factors, and recommend solutions from a number of possible alternatives utilizing analysis, evaluation, fact-finding, and investigative techniques.NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks)
of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Specialized experience is experience in: performing studies and preparing reports, documentation, and correspondence to communicate factual and procedural information clearly utilizing understanding of the principles, concepts, and theories of the occupation; and performing difficult but well-precedented assignments using the standard practices, methods, and techniques of the occupation. SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks)
of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Specialized experience is experience in: adapting analytical techniques and evaluation criteria to the measure and improve program effectiveness and/or organizational productivity; conducting detailed analyses of complex functions and work processes; and presenting recommendations and negotiating solutions to disputed recommendations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
- Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the areas studied.
- Knowledge of the substantive nature of operating programs and their inter-relationship.
- Thorough knowledge of business management philosophy to develop methods for the analysis and display of program management, plan, and schedule information.
- Ability to plan and develop news stories, features, articles, and speeches.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
