Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
TARGETED POSITIONS: This position is a developmental NH-02 Target NH-03 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (NH-02). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed.
NH-02 POTENTIAL NH-03 GENERAL EXPERIENCE: Applicants must have at least 3 years of general experience 1 year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc.). General Experience is described as experience demonstrating the ability to 1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) plan and organize work; and 3) communicate effectively orally and in writing.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has equivalent combinations of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
NH-03 SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level, pay band (NH-02), or equivalent (pay schedule, pay band, etc). Specialized experience is described as: providing management consultant services on civilian personnel functions, civilian position management, recruiting techniques, classification, pay, reviewing, coordinating, and monitoring Requests for Personnel Action (RPAs); identifying, analyzing, and solving complex issues, leading, overseeing, guiding, and/or managing programs and projects; analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency; basic budgetary and financial management principles and techniques; fact-finding and investigative techniques; oral and written communications; and development of presentations and reports.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of common quality management practices used to evaluate program effectiveness and organizational development issues, develop statistical database information, and participate in management reviews and analyses.
2. Knowledge of Test and Evaluation, Air Force, Air Force Materiel Command, Air Force Personnel Center, and Office of Personnel Management Personnel, manpower and force management principles, processes, and regulations governing military and civilian personnel. Ability to recognize/understand, analyze and resolve complex issues or problems, summarize results and make appropriate recommendations.
3. Able to develop and execute, taking into account all budgetary constraints as well as overall objectives and priorities, acceptable project plans including the project work description, scope, and deadlines.
4. Knowledge of legal and regulatory guidance and policies related to the training and APDP programs, both military and civilian, in order to analyze data and evaluate requirements for meeting certification levels and recommend remedial action for deficiencies.
5. Knowledge of 412 TW command and organizational structure, mission, programs and organizational relationships to develop applicable written procedures, plans, and policies in various organizations. Ability to plan and organize work-efforts and negotiate effectively with all levels of management and implement recommendations.
6. Ability to meet and work with HHQ offices, such as AFTC, AFPC and 412 TW customers and organization elements at all grade levels using a high degree of tact and diplomacy. Ability to organize and lead special study teams.
7. Knowledge of AF developmental programs, personnel management regulations and procedures required effectively hire, mentor and appraise employees.
8. Ability to research, analyze, interpret and apply rules, regulations and procedures. This includes communication with senior leadership to ensure organizational goals are met.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
