- NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- May be required to successfully complete a TWO (2) year trial period.
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
- Loss of military membership will result in immediate loss of your full-time military technician position.
- Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
- Must possess and maintain a valid Puerto Rico State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Irregular and overtime hours may be required to support operational requirements or contingencies.
- Federal employment suitability as determined by a background investigation. Must possess or be able to obtain and maintain the appropriate SECRET security clearance within ONE (1) year of appointment.
- Extensive travel is required to perform duties throughout the state.
Qualifications
AREA OF CONSIDERATION:

Area 1 = All permanent Warrant Officers and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Warrant Officers and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3 = Warrant Officers and Enlisted members of the Puerto Rico Army National Guard.
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:
As a MANAGEMENT ANALYST (D1913000), GS-0343-9, you serve as serve as a management analyst in the USPFO and direct Central Issue Facility (CIF) stock record operations using the Standard Army Management Information System software and locally devised management programs IAW law and regulations. Provides management analysis regarding logistical and/or fiscal accountability for the equipment and resources assigned to the USPFO and CIF and performs a variety of review assignments involved in developing, analyzing, evaluating, and/or in providing management assessments.
PHYSICAL DEMANDS:
Work is primarily sedentary although some slight physical effort may be required.
WORKING ENVIRONMENT:
Work is typically performed in an adequately lighted and climate-controlled office.
QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-07 position or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as reviewing organizational information regarding inventory management, storage management, equipment coordination fiscal and supply management utilizing inspection reports, applicable Department of Army (DA) regulations, and activity mission statements; identifying tentative sub-objectives or firm objectives regarding stock record operations; performing management studies of organization's auditable entity; identifying potential weaknesses in internal controls; conducting troubleshooting and management studies; ascertaining the need for changes in existing management systems or methods of operation such as work processes, functional responsibility, operating techniques, organizational structure and other factors ; assignments involving several specialized areas of management such as organizational analysis, work methods and standards, procedure analysis, and management statistics; participating in providing management consulting services on all aspects of improving management operations; providing liaison assistance, as required, to external organizations with responsibility for coordinating their activities with the USPFO; performing follow-up assignments on agreed upon review findings, recommendations, and monetary benefits made during previous audits engagements; preparing management studies which present findings identifying causative situations and recommending corrective actions.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of 2 academic years of education in an accredited college or university (30 semester's hours or 20 classroom hours of instruction per week) for THREE (3) months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for SIX (6) months of specialized experience. Courses must be directly related to the work of the position.
