This position is for a Management Analyst, Position Description Number D1132000 located at the Joint Force Headquarters-Georgia, in Marietta, Georgia.
This is a full-time, Excepted Temporary Indefinite, dual status position which requires Georgia Army National Guard Membership.

Duties
As a Management Analyst, GS-0343-11, you will:
Establish and conduct an ongoing program to assess the effectiveness of various staff functions including supply, engineering, housing, communications, exchange, service club, recreation, physical security, safety, troop welfare, and other functions, which provides continuing analysis and evaluation of training center operations. Identify deficiencies or areas requiring improvement, recommends corrective action, and/or initiates studies to determine causes of deficiencies.
Conduct studies in conjunction with special projects as assigned by the Garrison Commander, which involve gathering and compiling facts and data associated with the project.
Provide written or oral reports of findings and provide recommendations and alternatives, where applicable.
Oversee the distribution and utilization of manday programs used in support of the training center. Analyze site support requirements. Develop recommendations for manday distribution. Track manday usage, costs, and other relevant data providing trend analysis by directorate. Maintain liaison with the commanders of military units having personnel assets to meet staffing requirements. Recruit from these sources, personnel with the appropriate skills to fill vacancies for temporary manday positions to accomplish specific project tasks. Assist the training site commander and supervisors in the interviewing and selection of temporary manday personnel.
Request and receive input for the Active Duty Augmentation Program. Review data to ensure requests are in consonance with Training center requirements. Prepare narrative justifications for augmentees based on established requirements. Interface with major command commanders, first sergeants, finance officers and other personnel in assessing allocations and ensuring properly trained personnel are assigned to specific requirements. Maintain liaison with the training site staff relative to utilization of augmentee personnel, providing assistance in restaffing of such personnel. Provide participating commands with appropriate fund citations. Review individual orders to ensure travel and per diem are properly identified.
Oversee the administrative program for augmentees assigned to the training center. Interface with the parent commands for assigned augmentees to resolve programs arising during assignment to the training center.
Provide technical guidance and advice relative to the full scope of technician, AGR, and active duty augmentee personnel matters.
Coordinate manning, staffing and classification issues with the HR office and provide guidance and recommendations to the Garrison Commander. Also provide guidance and assistance to assigned personnel regarding technician and AGR issues.
Oversee the day-to-day functions of one or two employees and varying numbers of seasonal or temporary employees assigned to the function.
Perform other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

General Experience: Must possess experience in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems.
Specialized Experience: Candidate must have 36 months specialized experience which provided a detailed knowledge of the National Guard organizational structures, functions, procedures and techniques. Experience analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies. Experience presenting and discussing complex matters in a clear and convincing manner. Experience in communicating with people from various backgrounds and circumstances.
